    Description

    Washington County is requesting proposals from qualified organizations to provide prevention and early intervention services through an Early Childhood Promotora Program. This program will provide services to communities in Washington County with historically underrepresented and low-participation populations, to provide basic parenting education, developmental screening, referral and linkage to behavioral health services and other community resources. Services will be provided by bilingual and bicultural parent educators. The total approximate award amount is up to $530,000 per year, with the expectation that funding may be a partial award of the total amount split across multiple proposers, depending on the number of qualifying proposals.

      Describe your organization’s qualifications and experience providing the requested services. Please include any relevant information that demonstrates competency in providing Promotora services, connections to the population and community resources, and organizational structure and staffing that supports successful program implementation and stability.

      Evaluation Criteria: Proposer has substantial experience in delivering Promotora  services. Proposer demonstrates an organizational structure with stability in the leadership positions. Proposer has familiarity with the local region and knowledge regarding the supports that are currently offered.  Staff in leadership positions have substantial experience in managing community-based services similar to those described in this RFP. Proposer’s location and hours of operation are accessible to the participants that they would be supporting with this program.

    • PROGRAM DESIGN (up to 2 pages) (30 pts)

      - Describe the specific program you propose to provide, including demographics, population data, and evidence-based practices. Please include the expected deliverables including the specific types of services for each population (adults, children, families) as well as total number of children, adults, and families served. Proposal should detail the service design and frequency.

      - Describe your process for measuring outcomes and program effectiveness.

      - Describe the staffing model including proposed roles, FTE, etc.

      Evaluation Criteria: Proposer clearly and thoroughly describes the services they propose to deliver services and demonstrates a sophisticated understanding of how to integrate the core philosophies into services. Proposer clearly describes the research or evidence behind the best practices used to deliver services.  Proposer describes how they will measure outcomes and how they will receive referrals and engage participants. Proposer clearly identifies the expected interventions, their frequency, and overall number of participants served. Staffing model is aligned with service delivery needs.

      Proposer holds a valid Certificate of Approval, issued by Oregon Health Authority; Health Systems Division, to provide child mental health services in Washington County which is valid from July 1, 2026 throughout the contract period.

Washington County may terminate the contract if contractor fails to comply with any tax laws during the term of the contract.

      The proposal shall be prepared succinctly, providing a straight forward, concise description of the proposer’s ability to meet the requirements of the RFP. There should be no unnecessary attachments or exhibits.

      Proposal should contain no more than six (6) 8.5" x 11", pages of written material (excluding biographies and brochures which may be included in an appendix) describing the ability of the proposer to perform the work described. The minimum font shall be twelve (12) point single spaced and the minimum margins shall be one (1) inch on all sides.
