Eligible participants will be diverted from the criminal justice system into immediate interim housing with wraparound services such as case management, behavioral health therapy, substance use counseling, housing navigation and job training. The program aims to reduce recidivism, homelessness, and improve public health and safety in Pasadena.
The Office of the City Attorney / City Prosecutor represents the City of Pasadena with the utmost professionalism and providing the highest quality legal service. The Office consists of three divisions which include Civil, Prosecution, and Oversight Commission Support. Specifically, the Prosecution Division prosecutes misdemeanor offenses occurring in the City of Pasadena arising out of violations of State or municipal law. The Prosecution Division is committed to incorporating community partnerships and collaborations that expand and improve on efforts to divert individuals away from criminal justice involvement through diversion focused programs and improved mental health and substance use recovery supports.
Points will be assigned to vendors with the depth of experience and technical capability required to successfully manage programs of this size and complexity as delineated in the Scope of Work. In addition to evaluating a vendor’s prior work with municipal agencies and projects of similar scope or prior BSCC-funded program experience. Points will be assigned for demonstrated experience operating interim housing programs, as well as direct work with criminal justice–involved populations and individuals experiencing mental health or substance use challenges. We aim to understand each vendor’s relevant experience, certifications, and technical experience.
Points will be assigned for the vendor’s ability to effectively track, measure, and report program outcomes required under BSCC guidelines, with particular emphasis on recidivism, housing stability, and mental health or substance use disorder progress. The vendor should include the proposed data‑collection methods, tracking systems, and any demonstrated experience managing outcome data for Prop 47 funded programs or comparable programs. Vendor should also include the methods they intend to implement with participants who graduate from the HOME program to track whether they recidivate or not.
Points will be assigned based on how the vendor uses its internal and external networks to connect participants with appropriate services. In the case that the agency does not internally offer programs focused on workforce development and/or domestic-violence services, describe the agency’s strategy for building or strengthening relationships with local agencies to meet program requirements.
Points will be assigned for staffing assigned to this project/contract, and staff accessibility and availability to the project. Provide a copy of the agency’s organizational chart, and the total number of agency staff. Points will be assigned to vendors based on their ability to rapidly ramp up staffing by exhibiting immediate hiring capacity or clearly outlining hiring processes, including how long it takes to onboard qualified personnel. Provide comprehensive position descriptions that align with the scope of work.
Points will be assigned based on a "Reverse Ratio Method." The applicant's cost proposal must include all costs associated with providing the proposed solutions, including implementation, delivery, and any recurring costs, as specified in the Scope of Work and the Price Proposal.
Under this method, the applicant with the Highest Leveraged Funding will receive the maximum number of points allocated for cost. All other applications will receive a proportional percentage of the available points based on the relationship of their evaluated leverage funding to the highest evaluated leveraging funding.
Awarded points shall be calculated using the following formula:
Evaluated Leveraged Funding ÷ Highest Leveraged Funding Evaluated × Maximum Points Allowed = Awarded Points

The TECHNICAL PROPOSAL shall include a proposed work schedule to indicate duration and completion dates, including the dates of Deliverables/Milestones and estimates of the amount of time to be spent with City Staff during each phase of the project.
The application shall include a Statement of Qualifications that highlight your company’s most applicable products, services, and experience.
