SOLE SOURCE NOTIFICATION - SSN-RC-2026-003 PROPOSED SOLE SOURCE TO DEVELOP A MOBILE APP FOR THE ROCKLAND COUNTY FIRE AND EMERGENCY SERVICES THAT WILL INTEGRATE WITH THE ROCKLAND COUNTY SHERIFF’S OFFICE APP ALREADY IN USE THROUGH OCV, LLC ($29,975.00) The County of Fire and Emergency Services and Department of General Services Purchasing Division intend to recommend the issuance of a Sole Source award to OCV, LLC. This purchase will be made on a sole source basis in accordance with Rockland County Procurement Policy. This notice is issued for informational purposes only and is NOT a request for competitive quotes. By way of explanation, the contractor shall develop an app that will integrate with the one they previously developed for the Rockland County Sheriff’s Office. Once the app is created including graphics and logos, it will have the ability to link the app to the Sheriff’s Office and Rockland County Fire and Emergency Services mobile app and visa/versa. This will include Apple Deep Link directly linking the two apps together on the Apple IOS platform. In addition, it will be equipped with Alerts/Push Notifications that can rebroadcast these Alert/Push notifications through both the Sheriff’s and Emergency Services APPS. OCV, LLC. thereby has the exclusive ability to provide these notifications through the mobile app. Any interested party should submit a statement of capabilities in sufficient detail to determine if the requirements of this notice can be met by February 19, 2026, prior to 3:00 PM. A statement of capabilities shall include working knowledge of the current app in use and abilities to provide the required Alert/Push Notifications required along with rebroadcast capabilities. A determination by the County not to compete the proposed contract is solely within the discretion of the County. Information received will normally be considered solely for the purpose of determining whether to meet a competitive requirement.
