    NHPD is looking for a Clinical Psychologist or Clinical Social Worker to assist with the assessment of new Candidates. “The Police Officer Standards and Training Council requires that the examination be conducted by a clinical psychologist licensed by the state of Connecticut or who holds an equivalent license in another state, or a medical doctor licensed by the state of Connecticut or who holds an equivalent license in another state who has a specialty in psychiatry, or a clinical social worker licensed by the state of Connecticut, or who holds an equivalent license in another state, who is a BCD (board certified diplomate) in clinical social work from the American board of social work examiners or who holds a DCSW (diplomate in clinical social work) from the national association of social workers, who provides the law enforcement unit with documentation of the examination and who provides a written opinion of the candidate's overall psychological stability to fill a position as a police officer.” (State of CT POST Regulation Sec. 7-294e-16(j)

      Evaluate whether the proposer demonstrates the required professional credentials and regulatory qualifications to perform psychological evaluations for police candidates, including licensure as a clinical psychologist, clinical social worker, or psychiatrist as permitted by Connecticut POST requirements, and any applicable BCD/DCSW credentials for clinical social workers.

      Higher scores should reflect clear proof of current licensure, relevant certifications, experience with law enforcement candidate evaluations, and an approach that results in a documented written opinion of each candidate’s overall psychological stability for police officer service.

      Higher scores should reflect a clear, practical process that can schedule requested appointments within seven (7) days, provide verbal or written confirmation of test results within forty-eight (48) hours, and deliver a detailed written report within one (1) week of the evaluation.

    • Reporting, data accessibility, and clinical documentation quality (10 pts)

      Evaluate the proposer’s ability to collect and present qualitative and quantitative data, produce clear sample reports, justify candidate assessment findings, and make appropriate information accessible to the Chief of Police and Board of Police Commissioners.

      Higher scores should reflect written reports that are timely, objective, clinically defensible, understandable to decision-makers, and supported by interview findings, test-battery results, and relevant professional standards.

    • Records storage, access, retention, and staffing compliance (1 pts)

      Pass/Fail. The proposer must confirm the ability to store and maintain psychological screening records in a secure location approved in advance by the Chief of Police or designee; provide Department access to files for legal, departmental, or research purposes as needed; return all psychological files to the Department within sixty (60) days of contract termination; retain files according to APA, State, and Federal recordkeeping requirements; and maintain appropriate clinical staffing during normal business hours for ongoing consultation.

      Evaluate the reasonableness, completeness, and competitiveness of the proposer’s cost proposal in relation to the proposed services and anticipated annual volume of approximately 40–60 candidates.

      Pricing should include per-unit costs for pre-conditional psychological evaluations, post-conditional psychological evaluations, and fit-for-duty evaluations, including the complete written report and staff review, as well as any hourly consultation fee for hearings, litigation support, or expert testimony.
