    Background

    The Sports Park and Recreation Center has a high volume of activity with sports activities, community events and social gatherings. Currently, there is no Public Address System at the Sports Park and therefore, staff is looking to enhance the communication to the patrons during events. There are two buildings located at either end of the campus along with one recreation center in the middle of campus in which staff would like to have speakers that can project to the field and activity areas .

      The City of Lake Forest is soliciting quotations from qualified vendors to provide, deliver and install a commercial-grade Public Address (“PA”) system with voice paging capabilities, designed to provide comprehensive audio coverage at the Lake Forest Sports Park and Recreation Center.  The Sports Park staff will use the PA system to make announcements to users, staff, and the general public.  Vendor will provide the equipment, materials and labor necessary to complete project.  The intent of this RFQ is to obtain a complete, turnkey solution that ensures clear, reliable audio coverage across indoor and outdoor areas of the facility.

      The Sports Park is an 86-acre campus featuring five baseball fields, five soccer fields, two clubhouse facilities located on opposite sides of the park, and a centrally positioned Recreation Center serving as the hub of the campus.

      1. Project Overview:

      • Project name: Lake Forest Sports Park and Recreation Center PA System.
      • Project objective: Provide and install a new permanent PA system throughout the indoor and outdoor buildings to make announcements throughout the campus simultaneously. 
      • Design, procure, and install a commercial-grade Public Address (PA) system to provide clear and consistent audio coverage for announcements throughout the park.
      • PA System should provide even and clear audio coverage throughout the entire Sports Park, including hallways, sports fields, outdoor areas and gymnasium.
      • The system should provide coverage up to 500 ft in general areas and up to 750 feet from one designated speaker at the northeast clubhouse to batting cages.

      The selected vendor shall furnish all labor, materials, equipment, and services necessary to deliver a complete and operational PA system, including but not limited to:

      • System design and engineering
      • Equipment procurement
      • Installation and mounting
      • Wiring & Conduit (if applicable)
      • Testing
      • Staff Training and Warranty

      2. General Requirements:

      • Commercial grade: All components must be commercial-grade and able to withstand outdoor elements.
      • Weatherproofing: All outdoor speakers, cabling, and enclosures must have appropriate IP ratings (e.g. IP66) for protection against rain, dust, and UV exposure.
      • Safety standards: All work must comply with applicable electrical codes, regulations, and safety standards. The contractor is responsible for providing all necessary safety equipment for the project.
      • Vendor requirements: The vendor will supply all labor, materials, and specialized equipment (e.g., lifts, ladders) needed to complete the installation. 

      3. System Functionality:

      Public address and messaging (Paging):

      • Clear voice announcements: The system must provide high-intelligibility voice for staff pages, general announcements, and event notifications
      • Zoning: The system must include a multi-zone mixer that allows for announcements to be broadcast to individual areas, groups of areas, or the entire park.
      • Push-to-talk or phone handset microphone: A desk-mounted, push-to-talk microphone or phone handset shall be installed at the recreation center's main office for easy access. 

      4. Hardware Specifications:

      System hardware specifications shall include at a minimum, but are not necessarily limited to:

      • Desktop wireless system base station
      • High-power wireless signal transmitter
      • Wall-mounted outdoor horn speakers with wireless receivers
      • Indoor wall-mounted speakers with beacon/alert lights

      Speakers:

      • Type: Wall-mounted speakers provide even, wide-angle coverage and project sound over long distances.
      • Weather rating: IP66 rating for horn speakers.
      • Location: 
        • Clubhouse buildings (2 buildings): 4 speakers per building (8 total)
        • Recreation building exterior: 4 speakers (Entrance and Exit corners)
        • Recreation building interior: 1 hallway speaker
        • Gymnasium: 1 speaker
          • Both indoor speakers should include beacon/alert lights

      Amplification and mixing:

      • Mixer amplifier: A multi-channel mixer amplifier with sufficient power to drive all speakers.
      • Zone control: A remote paging microphone with zone control capability will be installed at the front desk. 

      Input devices:

      • Paging microphone: A desktop wireless system base station.

      Cable and enclosures:

      • Speaker wire (if not wireless): All exposed wiring will be outdoor-rated and resistant to moisture and temperature fluctuations.
      • Weatherproof enclosures: All amplifiers and audio sources located outdoors will be secured inside weatherproof enclosures. 

      5. Installation and Testing:

      Installation plan:

      • Vendor will submit a detailed installation plan for approval, including the placement of all speakers, cable routing, and equipment locations.
      • Conduit and mounting hardware details will be included to ensure secure and durable installation. 

      Pre-installation inspection:

      • The vendor will conduct a site visit to verify existing conditions and confirm optimal speaker placement. 

      System testing after project completion:

      • Vendor will conduct a full system test to ensure all zones are functioning correctly, with clear audio coverage across all designated areas.
      • Vendor will set a "normal operating volume" for all channels and devices. 

      6. Training and Maintenance:

      • Training: The vendor shall provide user-friendly instructions and a training session for park staff on basic system operation and troubleshooting.
      • Documentation: Vendor shall provide a complete set of system diagrams, schematics, and equipment manuals to City upon installation of equipment.
      • Warranty: All equipment and workmanship will be covered by a specified warranty period.
