NOTICE OF PUBLIC HEARING AND NOTICE OF AVAILABILITY OF DRAFT DESIGN APPROVAL DOCUMENT ERIE COUNTY DEPARTMENT OF PUBLIC WORKS PIN 5763.36, TOWN OF LANCASTER In accordance with the provisions of Article 2 of the Eminent Domain Procedure Law (EDPL), a Design Public Hearing will be held at the Twin District Volunteer Fire Company, 4999 William St, Lancaster, NY 14086 on Thursday, May 14, 2026, between 5:00 pm and 8:00 pm. The hearing will consist of an open forum information session from 5:00 pm to 6:00 pm and a formal meeting beginning at 6:00 pm. The Erie County Department of Public Works is proposing a highway improvement project on William Street (CR 338) between Transit Road (US 20/NYS 78) and Bowen Road (CR 242) in the Town of Lancaster, Erie County. The project’s purpose is to address safety and mobility concerns. Work includes milling and resurfacing the existing pavement, reconfiguration and reconstruction of existing shoulders, drainage improvements and sections of new sidewalks. The project will also include areas of new pavement to provide additional turn lanes. Design plans for the project have been developed by the Erie County Department of Public Works after coordination with Federal, State and local agencies. Engineers will be on hand to discuss the project and answer any questions. Tentative schedules for right-of-way acquisition and construction will be discussed. A draft Design Approval Document has been prepared which assesses the project's effect on the quality of the human environment. Copies will be made available for review and copying beginning April 30, 2026 at the Lancaster Town Hall, 21 Central Avenue, Lancaster, NY 14086; the Lancaster Public Library, 5466 Broadway, Lancaster, NY 14086; and the project website: https://www.cscos.com/williamstreet/ Maps, drawings and other pertinent information developed by the County will be available for public inspection and copying at the Erie County Department of Public Works Office, 95 Franklin Street, Buffalo, NY 14202. All interested persons will be given the opportunity to express their views concerning the economic and social effects of the design plans, their impact on the environment, and their consistency with the goals and objectives of such planning as has been promulgated by the community. The proceedings will be recorded. Persons may file written statements and other exhibits in place of, or in addition to, oral statements made at the public hearing. Written statements submitted at the hearing, or mailed and received before June 15, 2026, at the Erie County Department of Public Works Office, will be made part of the record. Those property owners, who may subsequently wish to challenge condemnation of their property via judicial review under the Eminent Domain Procedure Law (EDPL), may do so only on the basis of issues, facts, and objections raised at the hearing.
