NOTICE OF REQUEST FOR PROPOSALS The City of Billings Logan International Airport, (BIL) is requesting proposals for a qualified and experienced firm to operate a Public Parking Concession at the Billings Logan International Airport. All proposals must be submitted to the Office of the Director of Aviation and Transit, Billings Logan International Airport, 1901 Terminal Circle, Room 216, Billings, MT 59105, no later than 4:00 p.m., Mountain Standard Time, Thursday, March 26, 2026. Detailed specifications and instructions for the submission of proposals are available at the Office of the Director of Aviation and Transit, Billings Logan International Airport, 1901 Terminal Circle, Room 216, Billings, MT 59105, Attention: Marita Herold, phone: 406-237-6284, e mail: heroldm@billingsmt.gov Proposers may withdraw their proposal by written request at any time prior to the due date set for receiving proposals. No proposals may be withdrawn or modified after the due date and time. The right is reserved to reject any or all proposals received, to waive irregularities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept that proposal which is in the best interests of the City of Billings, Montana. Award of any contract may be contingent upon approval by Billings City Council. The requirements of 49 CFR Part 23, including any amendments thereto, apply to this contract. It is the policy of the City of Billings – Billings Logan International Airport to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. The City encourages participation by all firms qualifying under this solicitation, regardless of business size or ownership. All contracts and subcontracts that result from this solicitation incorporate by reference the provisions of 29 CFR Part 201, et seq, the Federal Fair Labor Standards Act (FLSA), with the same force and effect as if given in full text. The FLSA sets minimum wage, overtime pay, recordkeeping, and child labor standards for full and part-time workers. The Proposer has full responsibility to monitor compliance to the referenced statute or regulation. The Proposer must address any claims or disputes that arise from this requirement directly with the U.S. Department of Labor – Wage and Hour Division. The City reserves the right to reject any and all proposals, to waive informalities, and to accept the proposals that best serve the interests of the City.
