The City of White House, TN (City), is seeking bids for an 10,500 SF equipment storage building 70'FT Wide x 150 FT Long. This building will be attached to a 2' (Feet) Deep by 2' (Feet) Wide footer. The building should be steel frame and aluminum / steel exterior sheeting. The building shall be insulated with spray foam insulation. This building will have overhead roll up bay doors. The building should be 20' in height, bay doors shall be 14' wide by 16' tall. Bay Door adjustment - We will now have 2' (2 Feet) of separation between the doors which will allow us to have 9 bay doors on one side and 3 on the other side that will allow 3 driveway through bays, this is a total of 12 bay doors.
This project is extremely important because The City of White House Public Services Department has many expensive pieces of equipment and trucks. A very quick turnaround on this project would be preferred. We are in the process of building the foundation of this pad and the concrete will be poured by a different contractor (Axis Construction). We would like to have the completion of this project done by June 30 2026 but understand that more time may be needed.

This project will consist of erecting a 10,500 SF Equipment Storage Building for the City of White House Public Services Department. This building will need to be built of a steel frame and have aluminum / steel exterior sheeting. The building will also need to be insulated with spray foam insulation. The building will also need to have a man-door sized opening at either end of the building to create access for employees.
The information below is in response to questions asked during the Mandatory Pre-Bid Meeting held on April 14th, 2026. If you have additional questions, please asked them through the OpenGov platform or email purchasing@whitehousetn.gov before April 29, 2026, 5:00pm.

The City of White House in its sole discretion reserves the right to terminate this RFB process, elect not to award a contract, or modify the terms of this RFB at any time. In no event will the City or any of its officers, officials, or employees be liable for or otherwise obligated to reimburse Proposer for any costs incurred in preparation of a submittal. All submittals received become the property of the City of White House. The City reserves the right to seek clarification from any or all Bidders. By responding, the Bidder has read, understands, and agrees that they are able to competently perform the work in accordance with the scope.
Each bidder is required to list in the BID SUBMISSION REQUIREMENTS , Bid Form or on the PRICE PROPOSAL section the number of calendar days they expect the project to be completed at the destination in terms of time interval following notice to proceed. If time varies on different items, the bidder shall so state the delivery time for each item.
Failure to include a specific number of calendar days may be sufficient grounds for rejection of proposals.
In comparing the bids and proposals and making awards, the City may consider such factors as quality and adaptability of services, the bidder’s record of experience and integrity and performance assurance in addition to that of the bid price. The City reserves the right to cancel this order, or any part thereof without penalty.
Vendor is to submit properly completed invoice(s) to the address specified on the purchase order or email to AP@whitehousetn.gov. To ensure prompt payment each invoice should cite the purchase order number and include the vendor’s name and return remittance address.
The City of White House is exempt from Tennessee State Sales Tax. An exemption certificate will be furnished at the request of the successful vendor.

Tenn. Code Ann. § 12-12-106 requires the chief procurement officer to publish, using credible information freely available to the public, a list of persons it determines engage in investment activities in Iran, as described in § 12-12-105.
While inclusion on this list would make a person ineligible to contract with the state of Tennessee, if a person ceases its engagement in investment activities in Iran, it may be removed from the list.

A: This construction will be more along the lines of a "design-build" process, so we do not have specific architectural or construction specifications for this building. We are wanting the awarded contractor to have a building designed and build to attach to this concrete pad. Q (Foundation and Concrete Slab):
A: Please clarify the scope regarding the building foundation. Are we to include the cost of the concrete slab and associated earthwork in our bid, or is this being provided by others? No, the foundation was part of a previous bid that was done a few months ago. Please note that a mandatory Prebid meeting is scheduled for Tuesday April 14 at 10:00 location Public Services Dept. 725 Industrial Drive
Q (Scope of Work: Overhead Bay Doors):
A: The Overview Summary indicates a total of 13 Bay Doors for the facility; however, the Project Specifications only reference a single man door at each end of the building. Please clarify if the 13 bay doors are to be included in our base bid. See Addendum #3 for updates. Bay Door adjustment - We will now have 2' (2 Feet) of separation between the doors which will allow us to have 9 bay doors on one side and 3 on the other.
Q (Project Schedule and Completion Date):
A: The current Overview Summary mandates a completion date of June 30, 2026. Given the current market, building production lead times are approximately six weeks at minimum. Even under an ideal scenario—receiving a contract one week post-bid—delivery would likely not occur until June 23, 2026. This leaves only seven days for full installation and closeout, which is not a feasible construction window. Will the substantial completion date be adjusted to reflect realistic lead times and a reasonable construction duration? • Completion of project may be expected to roll over to next fiscal year, which start July 1, 2026. A: I'm not sure why the system is not showing this option, but the information is the same as addendum #2. We removed the natural gas heater, electrical outlets and lighting information in the specs.
Q (Foundation Design): Do you have the stamped foundation design drawing?
A: I added a sample of the Boss Buildings shell in the attachment section. I don't have any other design drawings for this project.
