    Description

    Background The Town of Snowmass Village Public Works Facility Maintenance Division is requesting roof replacement bid proposals for the Public Works Operations Facility Roofs. This project encompasses 3 separate facilities’ roofs at the Public Works Operations Facility including the main shop/maintenance building or ‘A/B’ building, the bus building or ‘C’ building and the Administration building. This roofing work consists of removing all existing epdm or similar roofing membrane and ballast as well as all associated flashing throughout and replacing with a suitable thermoplastic type non-ballasted, mechanically fastened flat-roofing membrane material and compatible welded flashing assemblies. This bid will also include all site-prep, cleanup, trash removal and all other necessary materials to complete the roof replacement. Interested Contractors may submit sealed proposals to the Town of Snowmass Village Public Works Office, P.O Box 5010, located at 3745 Owl Creek Rd, Snowmass Village, Colorado until 3:00p.m.Friday, May 31, 2013. The Town of Snowmass Village reserves the right to reject any or all proposals or accept what is, in its judgment, the proposal which is in the Town’s best interest. Bids will not be opened in public and this work may not be necessarily awarded to the lowest bidder. Proposals must include an attached qualifications summary with previous job references. BY ORDER OF THE TOWN OF SNOWMASS VILLAGE, COLORADO Nicholas Reitter General Information The following Public Works Operations buildings are scheduled for roof replacements in 2013: Public Works Operations main facility (A/B building), Bus storage facility (C building) and the Administration building. This is a fairly large job and this job will require a capable roofing contractor with a significant number of employees to perform this work in a quick and efficient manner. I have included scaled roof plans for bidding. Please note this job will be tax exempt since the buildings are owned by the Town of Snowmass Village. Note: Contractor will have to submit for and retain any and all necessary building permits and licenses for this job. Roof Inspection Request Please examine all of the Public Works Operations Facility roofs and submit a bid proposal as described for the work requested. Existing performance/condition disclosure To date, both the A/B building and the Admin building have had many roof leaks and although the leaks may have been addressed and mitigates, substructure damage may have resulted from these leaks. It is intended that upon removal of the existing ballast and roofing membrane, the roof structure would be further evaluated and it be determined whether further repair of the structural aspect of the roof be identified at that time. Any such repair will be deemed outside of this bid scope, however, each bidding contractor shall indicate relevant qualifications to address such issues in the event such structural failures should be identified. All damage discovered from post-removal inspection shall be repaired accordingly with any additional fees to be determined or negotiated at that time. Roof Replacement Schedule The Facility Maintenance Division is requesting a mid June start date for the roof replacement. Due to the size and scope of this work and how it may affect daily operations; a construction schedule is required to be included with the bid proposal. General Information The Public Works Operations Facility is staffed and operated year round by many different divisions and although work shall commence under the direction of the Facility Maintenance Superintendent, Contractor will be expected to work with and around other divisions including mechanics and fleet operations, road crews, trash crews and bus operations. The selected contractor will be working around other town employees and at times, the general public so job safety will be a top priority. Contractors are encouraged to provide any general comments or suggestions which could have a significant cost or schedule impact on the project. The following items need to be considered for a roof replacement; Remove and dispose of all old roofing ballast, membrane, flashing and other roofing materials. The cleanup of the old roofing materials must be thorough and complete and performed immediately after the materials are removed from the roofs. Bid a 25 year rated or longer thermoplastic (PVC or similar) heat weldable and with welded flashing assemblies in an earth tone or grey color. Roofing system shall be of the mechanically attached/non-ballasted type. All flashing will need to be replaced including but not limited to coping, canting, etc. Vent pipe collars will need replacement Proof of insurance is required with a one million dollar per occurrence minimum coverage. Repair or replace all decking that is soft and not suitable for new shingles. Additional work will need approval and added as necessary. Please include an hourly rate for extra work with the bid proposal. Gutter and heat tape work will be performed as necessary and this should not be included in your bids at this time. A construction manager will be responsible for the roofing schedule, construction coordination, quality control and attending weekly meetings. The contractor selected must obtain all necessary permits and comply with all ordinances and building codes. Building Permit fees are waived, but permits are required. Bid Submission Instructions Please submit your bids with the following work separated and priced as requested. Please submit one bid, separated into 3 parts for each facility labeled A/B building, C building, and Admin building. Submit bid for Public Works Operations Facility roof removal and replacement with each facility broken out as indicated above. All materials are tax exempt please. The bid shall list the price of each individual building with a total price for the entire scope of work. Submit hourly rates for decking replacement and other necessary roof repairs should the need for such work arise. Construction schedule Proposals must include an attached qualifications summary with previous job references to demonstrate your company is capable to perform a roofing job of this size and scope. Proof of insurance with coverage amounts identified. Please enclose a roof warranty and a description of what the warranty will cover. The Town is requesting more than a materials warranty.
