    The objective of the project is to provide on-going electrical transmission/distribution installation and construction services: Electrical Transmission & Distribution Work; Substation/Switchyard Work; Metering Installations, Troubleshooting and Calibration; Photovoltaic System Installations and Troubleshooting; Hydroelectric Powerhouse Work.  The work is to be performed in San Francisco, San Joaquin, Stanislaus, Tuolumne, and San Mateo Counties of California.   

    The Contract Monitoring Division will determine eligibility for any applicable bid discount for this contract.  The Local Business Enterprise (LBE) subcontracting requirement is 5.00%. The LBE subcontracting requirement can only be met with CMD certified San Francisco Micro and Small-LBEs.  The LBE sub requirement is established below 20% due to LBE availability data and highly specialized project requirements for high voltage overhead and underground construction, repair and installation work at SFPUC Power facilities, which include installing high voltage primary cables, secondary service conductors, transformers, switches, and interrupters; responding to and troubleshooting power outage events; installing meters and photovoltaic systems; inspecting and maintaining substations, switchyards, and hydroelectric powerhouses. PUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s).  Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with CMD in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on CMD Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to CMD Attachment 1.     SFPUC encourages Bidders to complete the Safety Prequalification Web Form at https://www.sfpuc.gov/?construction-contracts?????/contract?-opportunities-payments/prequalify-construction at least 3-weeks prior to the date of Bid opening in accordance with Section 00 21 13 – Instructions to Bidders.  Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete.  SFPUC will notify Bidders that have passed the Safety Prequalification prior to or on the date of Bid opening.  Refer to Section 00 21 13 – Instructions to Bidders, “Bidder Qualifications” and the website listed above for additional information. 

    The prime Contractor must possess a California Contractors License Class “C-10” in order to bid.  The prime Contractor also must either have a California Contractors License Class “C-16” or have on its team a California Class “C-16” subcontractor.  Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
