QUIET ZONE RAILROAD CROSSING IMPROVEMENTS – PACKAGE 2 CONSTRUCTION (4th Ave, 5th Ave, 6th Ave, 21st Ave, & Terry St) IFB-426019 Federal Agreement No. 69A36522403550CRSCO . The work to be performed under this contract generally includes railroad crossing improvements at three public roadway crossings of the Railroad tracks and the closure of two public roadway crossings of the Railroad tracks within the City of Longmont. The location of work to be completed under this contract is at the following public roadway crossings of the Railroad tracks: 1. DOT #245002S– 4th Avenue 2. DOT #245003Y – 5th Avenue 3. DOT #245004F – 6th Avenue 4. DOT #245006U – 21st Avenue 5. DOT #244846A – Terry Street Major construction items vary at each crossing and may include raised medians, channelizing devices, removals, concrete curb, gutter and sidewalk, asphalt patchback, pavement markings, signage and traffic control. BNSF Railway Co. (Railroad) will be performing the installation of railroad gates/ flashers, bungalow and the removal of surface crossing material. Work may be within the right-of-way of the BNSF Railway (Railroad) and/or the City of Longmont. The Contractor is responsible for coordinating the work activities with Railroad. All safety requirements, including safety orientation and agreements to work adjacent to the Railroad tracks shall be completed by the Contractor prior to initiating any work in the adjacency of the Railroad tracks, as required by the Railroad in the respective Grade Construction and Maintenance Agreements for each crossing (Appendix B). The Contractor is responsible for supplying all labor, materials, surveying, and equipment necessary to complete the work in accordance with the project plans and specifications. The total quantities and type of work estimated in the Bid Schedule is representative of the estimated quantities; however, these quantities may be revised by the City to represent actual field conditions at the time of construction. All work must be performed in accordance with City of Longmont Public Improvements Design Standards and Construction Specifications Manual – most current update, and Colorado Department of Transportation (CDOT) Standard Specifications for Road and Bridge Construction. This is a project that is funded with Federal Contributions by the U.S. Department of Transportation Federal Railroad Administration (FRA). Contractor must be in compliance with the applicable requirements from the FRA Agreement included as Appendix A and the Contract Addendum – Federal Grant Requirements for Procurement Contracts included as part of the Sample Contract. . BID CONDITIONS (Minimum Mandatory Qualifications) The Contractor selected for this project and all subcontractors used by the Contractor must be licensed to perform work within the City of Longmont. The Contractor selected for this project is required to have prior experience in the construction of the facilities and structures detailed in the construction drawings and specifications provided by the City of Longmont. The City of Longmont is seeking qualified contractors with applicable experience comparable to the Scope of Work, as described above, for this project. Contractor must meet or exceed the following minimum qualification criteria in order to be considered for award: • Contractor must have successfully completed construction of at least two (2) qualifying projects of similar scope and complexity in the last 8 years. • The Contractor’s representative who is directly responsible for managing the project and the Contractor’s on-site representative who has immediate charge on a daily basis shall each have satisfactorily completed the same responsibilities on at least two (2) qualifying projects of similar scope and complexity in the last 8 years. Representatives shall be employed by Contractor. Complete and submit a copy of Attachment F – Bidder’s Officials and Key Personnel Data of the Bid Submittal Documents for each of the Contractor’s representatives.
