    NOTICE TO CONTRACTORS CITY OF QUINCY, ILLINOIS Sealed proposals for the QUINCY REGIONAL AIRPORT – SEWAGE LAGOON BIRD MITIGATION project, in the City of Quincy, Adams County, Illinois, described herein will be received at the office of the City Clerk, Suite 129, 730 Maine Street, Quincy, Illinois 62301 until 11:00 AM, Wednesday, August 6th, 2025, and at that time publicly opened and read aloud in the Council Chamber of the Quincy City Hall. The project includes replacing the bird netting over the sewage lagoons located on the Quincy Regional Airport property at 1645 Hwy 104, Quincy, IL 62305. Base bid shall include the 8711 square yard lagoon with Alernate Number 1 being the 3600 southern lagoon. Plans and specifications are available online at www.quincyil.gov/bids and may be examined and obtained at the office of the Department of Utilities & Engineering, 730 Maine Street, Room 226, Quincy, Illinois 62301. All proposals shall be accompanied by either a bid bond on the “Proposal Bid” form contained in the proposal, executed by a corporate surety company satisfactory to the City of Quincy, or a bank cashier’s check, or a properly certified check for not less than 5 percent of the amount bid, or for the amount listed in the specifications. The City Council of Quincy reserves the right to reject any or all proposals and to waive technicalities. No bid may be withdrawn after the time for opening of the bids is past. The City of Quincy is an Equal Opportunity Employer and encourages minority group participation in the bidding and construction process. There will be no charge for each set of plans and specifications. Bidders are notified that not less than the prevailing wage rate as determined by the Illinois Department of Labor shall be paid to all workers performing work under this contract.
