    Description

    SCOPE Prior to a formal solicitation to procure, the LIRR is seeking a Request For Expression of Interest from qualified manufacturers and suppliers regarding CWR Hauling Trains. Specifically: LIRR requires a complete rail hauling, delivery, and recovery train to facilitate rail delivery and pickup throughout the Long Island Rail Road (LIRR) System. The fully self-contained train and power unit shall be able to deliver and unload a minimum of 48 (EA.) 1440 feet (minimum) strings of CWR ranging from 100 PS to 136lb Rail. Operation of this equipment should be focused on efficiency and safety. One (1) each rail hauling train complete with pickup and delivery power unit. The train shall carry a minimum of 48 strings of Continuous Welded Rail (CWR) fourteen hundred and forty (1440) feet long (minimum). The train shall be configured for a minimum of eight (8) strings wide, and six (6) tiers high. The new rail train must be capable of being loaded from any stationary rail welding plant and have an interchange life of 50 years minimum. The new rail train shall be capable of BI - Directional loading and unloading operations. The rail train must be capable of safe travel at, minimally, thirty-five (35) MPH when loaded, and fifty-five (55) MPH when empty. The rail tied- down and equipment, shall provide adequate mechanical resistance, to fully retain all rail strings during transport, to all loading and unloading locations throughout the American and Canadian Railway Systems. This also applies to emergency braking. All cars and associated equipment shall be heavy-duty freight car manufactured to meet all AAR Standards and have interchange service life of 50 years. Design, construction, and materials used in the CWR train shall ensure that it will function reliably and efficiently in sustained operation under hard usage in an adverse railway environment, including, but not limited to, severe grades (3%), curves (24 degrees) and superelevation (8”). Firms who express an interest must address all points above in their proposal and may be invited to participate in meetings to discuss the matters addressed in this RFEI and may be requested to provide additional information. Information Submittal: Interested Firms should submit an Information Letter that includes the following: Letter of Introduction stating the name of the company and all contact information Description and brief history of Company (Include whether a small or large business, disadvantaged minority business, partnership, corporation, joint venture, etc.) Experience in this type of work References Your response to the RFEI will not be evaluated or ranked but will be used by the LIRR to possibly refine and improve the final specification and design.
