PORT AUTHORITY OF NEW YORK AND NEW JERSEY NOTICE OF INTENT TO SOLE SOURCE The Port Authority of New York and New Jersey (PANYNJ) intends to establish a sole source contract with PHYSICAL SCIENCES, INC., located in New York, NY to provide the following: TITLE: RADIATION DETECTION EQUIPMENT UPGRADES AT NEWARK LIBERTY INTERNATIONAL AIRPORT (EWR) BRIEF DESCRIPTION: Physical Sciences, Inc. (PSI) is the sole vendor and provider of the Krieger-based radiation detection equipment, including PERM gamma detectors currently inside EWR cabinets. Given the proprietary nature of the hardware and software components required in the upgrade, PSI is believed to be the only company with the personnel and technical knowledge of these components. PSI engineers are also believed to be the only credentialed employees authorized to implement EWR system improvements as it pertains to the refurbishment and repurposing of existing infrastructure. Firms who believe they can compete for this requirement are required to submit an email with a brief statement of their intent to compete. The statement and any other questions regarding this sole source should be directed to amoyet@panynj.gov by January 12, 2026. The Port Authority does not guarantee that firms responding to this notice will be rendered a request to tender an offer for this procurement. In addition, the Port Authority does not guarantee that any solicitation will occur for this procurement but reserves the right to solicit proposals.
