    West Basin Municipal Water District (West Basin) is inviting Qualified Bidders to submit Quotations for Rain Barrels and Accessories. West Basin is a public agency that provides imported drinking water, recycled water, and conservation programs to 17 cities and nearly one million people in the coastal areas of Los Angeles County. West Basin's rain barrel program helps residents to conserve water and reduce stormwater runoff.

    Background

    West Basin plans on providing the public with 1,500 free rain barrels and flex arms as a way to help conserve water and reduce urban water runoff.  Therefore, for this quote, the bidders will provide costs for 1,500 rain barrels, 1,500 flex arms, and six separate deliveries.

    West Basin will coordinate delivery dates and times for each event with the successful bidder. There will be a total of six (6) separate deliveries, starting in October 2026 through March 2027.

    Evaluation Criteria

    • Specifications

      Rain Barrel Specifications  

      The Rain Barrel and accessories must meet the following specs:

      • Minimum rain barrel size: 50 gallons
      • Rain barrel must be designed for the intended purpose of rain capture
      • Must be clean and free from any debris, odors, water, or other liquids or substances
      • Must have a cover and screen to prevent mosquitoes and debris from entering. The mosquito screen must be a #24 screen or better to keep mosquitoes out.
      • Rain barrel and accessories must not have any open holes or ports where mosquitoes can enter
      • Must have an overflow cap (or describe if different)
      • Must have an installed hose bib connector valve at the bottom of the barrel that connects to a standard garden hose.   Must ensure that the hose bid does not leak.
        The bidder will be responsible for replacing any rain barrels that leak, at their full cost, rain barrel and delivery.  
      • Rain Barrels must be pre-assembled and include the parts mentioned above (mosquito screen, faucet spigot, capped ports) Also include pricing for any other parts required not mentioned above. 
      • Rain Barrel and parts must have a minimum of a one-year warranty 
      • Provide barrel specifications and installation instructions in English and Spanish.

       

      Flex Elbow or Tube Specifications  

      The flex elbow or tube is a simple device to get the water from the gutters into the rain barrel:

      • Provide one flex elbow or tube with each rain barrel
      • 2” x 3” downspout flex elbow or round tube that fits over the downspout home pipe   
      • Pricing based on 1,500 flex elbows or tubes

      The 1,500 flex elbows / tubes (and accessories) will be shipped and delivered along with the rain barrels.  

      NOTE: If a delivery consists of 300 rain barrels, then 300 flex elbows will be delivered along with the rain barrels.

    • Small and Local Business Enterprise

      The District encourages the utilization of small and local businesses. To promote the participation of Small and Local Business Enterprises in the competitive Solicitation process, the District has established a program that provides incentives to encourage small and local Vendors to participate in District Solicitations

    • Quotation Validity

      Bidders Quotation shall be valid for a period of at least  120 days from the closing date and time of this solicitation.

      Bidder is strongly encouraged, and it is their responsibility, to review this Solicitation and all its attachments in their entirety.

    • Definition of Terms - The following definitions shall apply:
      • Local Business Enterprise (LBE) - To be considered as a local business enterprise, a firm must provide evidence, in the form of a business license, that the firm is located at a fixed commercial or residential address where administrative, clerical, professional or other productive work is performed relative to its commercial purpose. The firm must be located either within the District’s service area or within 25 miles of the District’s Carson headquarters for a minimum of one year.

      • Small Business Enterprise (SBE) - To be considered as a Small Business Enterprise and to encourage maximum participation, the District will accept a Vendor that meets and is certified to the federal U.S. Small Business Administration (SBA) size standards or the SBE standards set by the California Department of General Services (DGS). In addition, the District will accept a Vendor’s self-certification of any local agency within the State of California. All certifications are subject to verification.

    • Evaluation Scoring

      For the purpose of evaluation of Informal and Formal competitive Quotations, the Quotations of SBEs or LBEs will be reduced by 3% of SBE or LBE participants who propose as Prime Contractors. If the participant is both a small and a local business, the Quotation will be reduced by 6%.

      If a Prime Supplier includes a SBE or LBE as a Sub(s) in its Quote, the District will reduce the Prime’s Quotation by 1% for participation from either SBE or LBE Sub(s) only if at least 30% of the total compensation paid by the District under the terms of the contract are allocated to and received by the SBE or LBE Sub(s).

      If, after this adjustment, the SBE or LBE is determined to be the most competitive Quotation, the actual Contract amount will be the amount originally quoted.

These Terms and Conditions shall apply to the Purchase Order that will be executed upon award to the successful bidder. Submission of your quote in response to this IFQ constitutes your acceptance of all Specification(s), Terms and Conditions of this IFQ and all its attachments provided that a proposer may state exceptions to terms and conditions with its proposal, and provided further that exceptions to terms and conditions not included with a proposal shall, at the District’s option, be deemed waived.
