    Description

    The Town of Fountain Hills (the “Town”) is issuing this Invitation for Bid (this “IFB”) from qualified, licensed firms (“Vendors”) as more particularly described in the Scope of Work. In accordance with the Town’s Procurement Code, the Town will accept sealed bids for the Goods/Services specified in the Scope of Work.

    Background

    The Town’s Park facilities are currently comprised of 119 acres of 5 developed parks. The largest, Fountain Park, has become an Arizona icon and attracts residents as well as visitors from around the Phoenix metropolitan area and beyond. While Fountain Park and as an extension, the Avenue Linear Park, serve as the iconic anchor to the system, the remaining three community-focused parks: Desert Vista Park, Golden Eagle Park, & Four Peaks Park provide a wide array of facilities and amenities for residents. In addition, the Community Center provides critical and many beloved programs and outreach for the community. Fountain Hills is fortunate to be surrounded by dramatic scenery. The two major trailheads within the town, the Golden Eagle Trailhead, and Adero Canyon Trailhead offer trail access to the McDowell Mountains and provide first-class trailhead facilities for hikers & bikers.

    Evaluation Criteria

    • Demolition

      Five (5) ramadas at FOUNTAIN PARK will be demolished and the sites prepared for construction of new structures. See Attachments G and H.

    • Construction
      • Construction of five (5) Cedar Forest Products (Ramada) model #: BV2525-10EH shall be constructed per manufacturers specifications and Town guidance at FOUNTAIN PARK. The proposer shall conduct due diligence with Cedar Forest Products to evaluate the scope, resources needed, materials needed and bid price of this solicitation.
      • Scope should also include repouring concrete slab under ramada--30'x30'x4" with fiber.

    Q (No subject): Will the other site amenities like the splash pad and playground equipment be shut down during construction? Do you have any specifications on the concrete pads? Footing sizing, color, finish, overall engineering? Is there irrigation in the lawn areas that need to be accounted for during demo? Do you have lighting/electricity specification for the new ramadas? Lights, outlets ect? Can you provide the location of the existing ramadas power source? Will you be providing a site layout for how you want the new ramadas to be oriented? Material testing/survey/geotech requirement? Can you provide as-builts? This would help to know the amount of concrete that will be part of demo.

    A: Will the other site amenities like the splash pad and playground equipment be shut down during construction? No, unless a specific day requires it to be down. Do you have any specifications on the concrete pads? Footing sizing, color, finish, overall engineering? 4" thick, 4000 PSI with fiber 30'X30'. Is there irrigation in the lawn areas that need to be accounted for during demo? Yes Do you have lighting/electricity specification for the new ramadas? Lights, outlets ect? One LED downlight that will accommodate the 25'X25' structure and one lockable 4 port outlet. Can you provide the location of the existing ramadas power source? Each ramada has existing power source that will be reused. Will you be providing a site layout for how you want the new ramadas to be oriented? Yes, once the project is awarded a site visit will be set up to discuss orientation. Material testing/survey/geotech requirement? Geotech to be supplied by selected vendor Can you provide as-builts? Attached.

    A: We will pull the permits and help schedule inspections where needed.


    Q (Plans): are there plans for the demo?

    A: no


    Q (Questions): 1. The existing ramadas have lights and electrical components, will the new ramadas need the same outlets and lights? 2. the existing concrete appears to be colored, will the new concrete need to colored as well?

    A: Please add the electrical as an add alt The concrete will not be stained.


    Q (Ramada Model Number): Per the IFB, the Ramada Model # is to be BV2525-10EH. The manufacturer is stating that they are providing the BV2525-12EH. The 12EH is a 12' height and the 10EH is a 10' height. Please advise which model to provide.

    A: 10EH is what we are looking for.


    Q (Lights and Outlet Confirmation): Per question 4, the existing ramadas have outlets and lights. If it is to be added as an add alternate please clarify if it should be to provide one (1) new outlet and two (2) lights. Are the lights and outlets to be on separate circuits and where is the panel to turn-off power for each ramada?

    A: Yes we do want a light and an outlet on each.


    Q (No subject): Is the contractor responsible for replacing any damaged sod?

    A: No but it does need graded to match new concrete pad


    Q (No subject): Are BBQs being reinstalled? New? Not at all?

    A: Salvaged or Town will address install of new grills

During the times hereinafter set forth, no construction activities of any kind, including, but not limited to, the making of an excavation, clearing of surface land, and loading or unloading material, equipment or supplies, or the operation of mechanically powered tools anywhere in the Town limits, shall be permitted, when such activities result in the generation of mechanically or electrically created noise that can be heard by a person with normal hearing within a residential building, the windows of which are closed, if such building is located within 500 feet of the construction site. B. The Foregoing limitations shall apply to the following times: From May 15 through September 15, prior to 5:30 a.m. and after 6:30 p.m., Monday-Friday. During the remainder of the year, prior to 6 a.m. and after 6:30 p.m., Monday-Friday. On Saturdays throughout the year, prior to 7 a.m. and after 5 p.m. At all times during Sundays and Legal Holidays. C. The following activities shall be excluded from such prohibition: Noise resulting from perishable activities, defined as all concrete flat work, termite pre-treatment application and the delivery of perishable landscaping materials shall be allowed as necessary. Noise generated by work being performed by a resident of a building or structure may continue until 10 p.m. but may not begin earlier than the times set forth in Section B above. Noise resulting from emergencies, including but not limited to, repair of roofs, windows, doors, electrical, plumbing and mechanical (HVAC) shall be permitted whenever necessary. An emergency shall be defined as any situation where work must be performed in order to prevent serious injury to persons or property.


    Q (Geotechnical Reports): Does the Town have existing geotechnical data for the 5 ramada sites at Fountain Park that will be made available to the contractor?

    A: No we do not have them.


    Q (Geotechnical Reports, 2): Will the contractor be required to obtain a site-specific geotechnical report prior to footing construction?

    A: Yes we would require them.


    Q (No subject): Questions regarding the project- 1) Who will be responsible for 3rd party testing for compaction and concrete break reports etc? 2) Will this project have to be Phased? how many ramadas can be demolished at one time? 3) What is the specification of the lights that are to be installed. 4) The Caisson footing for the existing twisted column will need to be removed, what is the depth of the existing caisson? 5) Will the selected contractor be responsible for the sprinkler system that surrounds the existing pads and caisson? 6) Is the selected contractor responsible for submitting an engineered footing plan?

    A: 1) Who will be responsible for 3rd party testing for compaction and concrete break reports etc? Vendor to select 3rd party 2) Will this project have to be Phased? No, in a cost savings mindset the Town would like to do all ramadas at one for sake of fewer mobilizations. how many ramadas can be demolished at one time? 5 3) What is the specification of the lights that are to be installed. One LED fixture providing 2700K light. 4) The Caisson footing for the existing twisted column will need to be removed, what is the depth of the existing caisson? This does not need to be removed only cut 12" below grade and filled with soil. 5) Will the selected contractor be responsible for the sprinkler system that surrounds the existing pads and caisson? Please provide and add/alt for reinstating the turf or drip irrigation. 6) Is the selected contractor responsible for submitting an engineered footing plan? Footing plan will be provided by the ramada manufacturer.
