The County’s plan prioritizes Medication Assisted Treatment services for incarcerated individuals. The County, through the Department of Citizen Services is making available $325,362.53 annually in funding to agencies currently operating in Carroll County. The County is seeking qualified and experienced contractors to administer an evidence-based treatment program supporting individuals with OUD in transitioning from incarceration back into the community, in alignment with the mandates and intent of Maryland HB0116. This legislation emphasizes the expansion, coordination, and continuity of behavioral health, substance-use treatment, and supportive reentry services to reduce recidivism and improve post-release outcomes.
