    The City of Killeen will receive sealed Request for Proposals for 26-25 Real Estate Sale and Redevelopment - 114 W Avenue D electronically through the City’s eProcurement Portal or addressed to the City of Killeen, Attn: Purchasing Division, 802 N. 2nd Street, Building G, Killeen, Texas 76541, until 2:30 pm on Wednesday, May 6, 2026. Mailed or hand delivered proposals must be sealed and plainly marked with the name and address of the proposer and “RFP NO. 26-25 Real Estate Sale and Redevelopment - 114 W Avenue D, 2:30 pm, Wednesday, May 6, 2026”.

    Background

    The City of Killeen is seeking qualified and responsive proposals from individuals, firms, partnerships, or corporations for the purchase and redevelopment of City-owned real property located at 114 W. Avenue D, Killeen, Texas. The City of Killeen, who is solely directing this Request for Proposals (RFP) process, shall evaluate competitive submissions received pursuant to this RFP and select a proposer in accordance with applicable Texas law and City policies.

    The purpose of this solicitation is to identify a proposer whose purchase offer and redevelopment plan provide the best overall value to the City and support the City’s community, economic development, and downtown revitalization objectives. Following evaluation of all proposals, the City may recommend a selected proposer to the City Council for consideration and approval.

    The City will make available any inspection reports, surveys, and title reports in its possession related to the Property. Notwithstanding the availability of such information, the City makes no representations or warranties, express or implied, regarding the physical condition of the Property or its suitability for any particular use. The Property is being conveyed “AS IS, WHERE IS,” as it pertains to its physical condition.

    Conveyance of the Property shall be by Special Warranty Deed, in a form approved by the City’s legal representative. Any additional agreements, development terms, or alternative conveyance conditions proposed by a proposer shall be subject to review, modification, and approval by the City’s legal representative and must receive final approval by the City Council prior to acceptance. No sale or agreement shall be final or binding until authorized by City Council and all required documents are fully executed.

    The City reserves the right to reject any or all proposals, waive informalities, negotiate with one or more proposers as permitted by law, and take any action deemed to be in the best interest of the City. Submission of a proposal does not guarantee award or sale of the Property.

    • Conflict of Interest Questionnaire (Form CIQ) (required)

      If awarded, vendor must submit the Conflict of Interest Questionnaire form to requesting City of Killeen Department. Form can be found at https://www.ethics.state.tx.us/data/forms/conflict/CIQ.pdf

      In part, Texas Government Code Section 176.006 requires the CIQ be submitted within seven (7) business days after contract discussions or negotiations.

      Texas Government Code Section 2252.908 requires that parties contracting with governmental entities submit a disclosure of interested parties form for contracts entered into after January 1, 2016.       By submitting this proposal the vendor hereby verifies that it does not boycott Israel and will not boycott Israel during the term of this contract. Boycotting Israel is defined in Texas Government Code section 808.001 to mean refusing to deal with, terminating business activities with, or taking any action that is intended to penalize, inflict economic harm on, or limit commercial relations specifically with Israel, or with a person or entity doing business in Israel or in an Israeli-controlled territory, but does not include an action made for ordinary business purposes.

      For this purpose, a primary and secondary emergency contact name and phone number are required. It is critical the vendor's emergency contact information remains current.       All products or services requested during an emergency event are to be supplied as per the established contract prices, terms, and conditions. The vendor shall provide the fee (pricing) for an after-hours emergency opening of the business, if any. In general, orders will be placed using a City of Killeen procurement card (Master Card) or City issued Purchase Order. The billing is to include the emergency opening fee, if applicable.

    A: No. This solicitation is limited to the sale and redevelopment of City-owned real property only. Community Development Block Grant (CDBG) funds are are not associated with, nor will they be available for, this property sale and redevelopment.
