Please confirm the reason the original solicitation was rebid and whether any requirements were revised in response to questions, proposals, or other issues arising from the earlier release. 3. Will the County provide a redlined document, change log, or addendum summarizing the differences between the two solicitations? 4. Does the rebid supersede the prior solicitation and all related addenda, questions, answers, and submissions in their entirety? 5. Are prior bidders required to submit a complete new proposal, including all forms and certifications, or may any previously submitted materials be incorporated by reference?
