    Description

    1. The City currently operates a network of 45 RLCTID System approaches at 25 intersections. However, the current RLCTID Systems are aging and may require upgrading or full replacement. Based on a safety study conducted by the City’s Transportation Department Staff updating those intersections that pose a heightened safety risk, the City is adding fifty-five (55) new intersections for monitoring by RLCTID Systems, to enhance the City's current RLCTID System network.  
    2. The City is seeking a comprehensive solution from qualified firms to include the City’s existing RLCTID Systems network.   The Proposer shall have proven experience in inheriting existing RLCTID System networks, as well as experience in installing a new RLCTID Systems at locations that have revealed a heightened traffic safety risk as highlighted in the comprehensive traffic study that was conducted prior to this solicitation.
      1. Qualified Proposers are requested to submit proposals which include the replacement, buyout, and installation of RLCTID Systems and provide the Front-of-the-Office operational support services. The City will be responsible for the Back-Office operations as outlined in this solicitation.
      2. Contractors other than the City's incumbent Contractor of RLCTID Systems may be required, when reasonably practicable, to replace or buy out all existing RLCTID Systems and/or equipment from the City's incumbent Contractor.
      3. In any event, the Contractor shall be responsible for acting in good faith when transitioning with the prior and future contractors to retain/obtain any existing equipment, wiring, conduit, devices, all necessary permits, certifications, and approvals for existing and new RLCTID Systems. Following the end of the contract term, the Contractor shall also maintain an accessible web portal as needed for payment of outstanding notices of violation or citations until all such notices or citations issued during the contract term have been disposed of.

    Background

    1. The “Mark Wandall Traffic Safety Act” was signed into law with an effective date of July 1, 2010. The law authorizes the use of Traffic Infraction Detectors, commonly known as red light running cameras, on state, county, and municipal roads, streets, and highways in the State of Florida. The City is expanding its RLCTID Systems network as part of its commitment to the Vision Zero initiative, which aims to eliminate all traffic-related fatalities and serious injuries on City streets by 2040. The City is installing new RLCTID Systems at intersections identified by data as having a heightened risk for incidents, particularly right-angle collisions caused by red-light running.

      This data-driven approach is a core component of the City's overall strategy to enhance safety for motorists and pedestrians alike. The explicit goal of Vision Zero is that no traffic death is acceptable; the only moral target for fatalities is zero. The use of modern camera technology is considered essential to help accomplish this mission and encourage safer driving behavior.
