AI Summary
The City of Orlando seeks proposals for upgrading and expanding its Red-Light Camera Traffic Infraction Detector Systems at 80 intersections to enhance traffic safety under the Vision Zero initiative. The project includes system replacement, installation, and front-office operational support.
The “Mark Wandall Traffic Safety Act” was signed into law with an effective date of July 1, 2010. The law authorizes the use of Traffic Infraction Detectors, commonly known as red light running cameras, on state, county, and municipal roads, streets, and highways in the State of Florida. The City is expanding its RLCTID Systems network as part of its commitment to the Vision Zero initiative, which aims to eliminate all traffic-related fatalities and serious injuries on City streets by 2040. The City is installing new RLCTID Systems at intersections identified by data as having a heightened risk for incidents, particularly right-angle collisions caused by red-light running.
This data-driven approach is a core component of the City's overall strategy to enhance safety for motorists and pedestrians alike. The explicit goal of Vision Zero is that no traffic death is acceptable; the only moral target for fatalities is zero. The use of modern camera technology is considered essential to help accomplish this mission and encourage safer driving behavior.
For more details on the program, visit the official City of Orlando Vision Zero website.
The City currently operates a network of 45 RLCTID System approaches at 25 intersections. However, the current RLCTID Systems are aging and may require upgrading or full replacement. Based on a safety study conducted by the City’s Transportation Department Staff updating those intersections that pose a heightened safety risk, the City is adding fifty-five (55) new intersections for monitoring by RLCTID Systems, to enhance the City's current RLCTID System network. This criteria will include, but will not be limited to, evaluation of the Proposer’s information submitted in response to Section 7.9 – Proposer’s Experience.
