Intent, Background, Project Goals Overview: The City and Borough of Juneau (CBJ or City) seeks proposals from highly qualified consultants, for the provision of a redesign, redevelopment and hosting and maintenance of the City’s website, Juneau.gov. The rebranded CBJ Website must be an accessible, fully responsive mobile-first website that functions seamlessly across all devices, screen sizes, and assistive technologies. The CBJ’s internally-built, hosted and managed Website last received a major upgrade approximately 8 years ago. Primary external user groups include residents, businesses, visitors, city staff and volunteers. The current Wordpress site’s busiest day in 2025 included 97,100-page requests, the busiest hour included 12,700-page requests. The new site needs to be able to support 40,000+ active daily visits. Surveys responses from across stakeholder groups indicate that the current site does not meet user needs and expectations. The navigation is not intuitive, nor is the site searchable, making it difficult to find information, seek services and/or accomplish tasks. The site is also lacking in engagement features, includes inconsistent branding and templates across divisions. Current decentralized content management processes make compliance with all American Disability Act (ADA) guidelines and standards challenging. The Consultant would be expected to review the current website and develop a fresh, new, branded and easy to use site built from an analytics-driven approach that prioritizes UX and accessibility. and incorporates relevant and effective content and features from the existing website. CBJ would expect the Consultant to propose innovative ways to provide strong and intuitive navigation and search functionality with secure and reliable performance. The City intends to enter into a contract with the best apparent proposer for the complete project as agreed to by contract. The primary project goals and expectations include: Ease of user experience of access to information and tasks, including streamlining navigation and search features and fluid mobile usability, ADA Compliance, by meeting or exceeding WCAG 2.2 accessibility standards, Improved and strengthened public engagement, achieved through UX-driven navigation and utilization of clear and simple language, and Calls to Action (CTA), Establishment of cohesive and effective branding, page templates and brand guidelines, Ease and efficiency of internal maintenance, including backend management, timely content distribution and departmental workflows Effective strong performance, security, and mobile usability, that includes a page load time under 2 seconds on mobile, Integration of existing third-party functionalities with the capability of additional features in the future, Initial training for key CBJ staff, Ready to launch by or before March 1, 2027 and within the acceptable budget.
