    Description

    The County of Nevada Office of Emergency Services (OES) is soliciting sealed Statements of Qualifications (SOQ) from Registered Professional Foresters (RPF) or firms who retain RPFs with the ability to provide treatment design and oversight for hazardous vegetation abatement projects. This request is intended to update the existing Qualified List (QL) of Registered Professional Foresters approved by the Board of Supverisors on January 23, 2024 (Res. 24-044) for the period Janaury 23, 2024 through June 30, 2029. Please note, if your firm has an existing Master Service Agreement with the County of Nevada for the Qualified List of Registered Professional Foresters referenced in Res. 24-044 you are required to respond to this solicitation to be placed on the updated list, and you should respond according to the specifications described in Section 9 of this solicitation. If you are not currently assigned to the Qualified List, you must respond according to the specifications described in Section 8. All proposals will be evaluated in accordance to the evaluation criteria defined in Section 10. The ideal candidate will be a Registered Professional Forester with experience working in Nevada County or similar rural forested environment and will have strong technical knowledge of environmental and cultural resources, understanding of State, Federal, and local environmental regulations, and sensitivity to local resources. Qualified firms must be able to track GIS locations of trees, vegetation assemblages, and sensitive resources; coordinate with landowners for Right of Entry and approval of Treatment Design; prepare and retain detailed catalogues of trees and treatment specifications; be familiar with wood products or waste; be prepared to attend meetings involving direct coordination with funding agencies and community members; support Environmental Consulting Services for purposes of CEQA/NEPA clearance; and have the capacity to provide oversight and project management of treatment implementation. Projects include but are not limited to hazardous fuels reduction (shaded fuel breaks), roadside vegetation abatement, and defensible space on private, state, and federal land across Nevada County. Firms must be experienced in coordinating with diverse landowners with specific land management objectives and must be familiar with the processes of working on State and Federal grant-funded projects (Sierra Nevada Conservancy, California Department of Forestry and Fire Protection, Wildlife Conservation Board, Federal Emergency Management Agency, United States Forest Service etc.). Nevada County is located northeast of Sacramento County and is adjacent to Sierra, Placer, and Yuba Counties in California and Washoe County in Nevada. The County has a total land area of 974 square miles which extends from west-slope foothills up and over Donner Summit into Truckee on the east side of the County. Ecological conditions range from oak woodlands (~1,000-foot elevation) to high elevation conifer assemblages (~7,000-foot elevation) and a significant portion of the County land mass is United States Forest Service Tahoe National Forest. The purpose of this Request for Qualifications (RFQ) is to establish an updated Qualified List of firms to provide Registered Professional Forester Services on an as-needed basis. The County intends to name up to ten (10) Consultants to the List, which shall be valid for five (5) years from the date of award, with an option to renew for two (2) additional one-year periods. The County makes no specific guarantee of a minimum or maximum amount of services which shall be requested of any firm who is named to the Qualified List. The County will assign work by soliciting informal proposals from one or more of the Consultants from the Qualified List for specific tasks and will make awards based on the experience and expertise required for the work, proposer’s current workload, ability to respond, or other relevant criteria. Award of contracts and delivery of services are further described in Section 4.0.
