Rehabilitation of Residential Single-Family Properties: Plumbers, Roofing, Building, Residential, and General Contractors

This RFQ will remain open for the duration of the solicitation period. Vendors may submit responses at any time during the open RFQ period. Submittals will be reviewed on an ongoing basis, and vendors may be evaluated and awarded qualification at any time during the solicitation period.

The City administers programs that provide funding to eligible homeowners for home rehabilitation projects. To support these programs, the City is establishing a pool of qualified roofing, plumbing, and general contractors (“Vendors”) eligible to bid on City-funded homeowner projects.

This is the fifth solicitation issued to expand the pool, particularly for plumbers. Once selected by a homeowner, a contractor will enter into a Rehabilitation Agreement directly with the homeowner to complete the approved work.

These programs include, but are not limited to, the Affordable Single-Family Homeownership Program, the Affordable Single-Family Residential Facade Improvement Program, and other similar programs established by the City (collectively, the “Program”).

Evaluation Criteria

• Qualifications and Experience of Firm and Staff (45 pts) —

  This section evaluates the Proposer’s qualifications, relevant experience, and capacity to successfully perform the required services. Scoring will be based on the firm’s history of similar projects, technical expertise, organizational structure, key personnel credentials, and demonstrated past performance.

• Project Approach (40 pts) —

  This section evaluates the Proposer’s proposed methodology for delivering the services, including processes used on similar projects and the approach envisioned for this engagement. Scoring will be based on the clarity and feasibility of the project plan, schedule, key activities, deliverables, and the proposed coordination process with the City’s Project Manager. 

• Business Enterprise Program Outreach and Utilization (15 pts) —

  This section evaluates the Proposer’s status as an SBE, MBE, WBE, or combination, and the firm’s demonstrated commitment to outreach, inclusion, and utilization of small and minority-owned businesses in performance of the contract. Scoring will be based on documented outreach efforts, planned mentoring and capacity-building initiatives, and processes for inclusive subcontracting.
