    Description

    The Albany County Pine Hills Land Authority (“ACPHLA” or “Authority”) will receive sealed proposals for the acquisition and redevelopment of a 3.27-acre area located on the former College of Saint Rose campus. Proposals are due not later than 4:00 P.M. on Wednesday July 15, 2026. Proposals received after this time will not be accepted. Responses must be submitted both via sealed envelope addressed and delivered to the Albany County Pine Hills Land Authority, 399 Western Ave., Albany, NY 12203 Attn: Dylan Turek, AND electronically by submitting to the following two (2) e-mail addresses:dturek@acphla.org and zconley@cresa.com. The ACPHLA is seeking a qualified developer who possesses the creativity, vision and capacity required to acquire the property referred to in the RFP as “Development Area 1” and construct a development project befitting of the location. The awarded respondent will be expected to design and construct a mixed-use development that incorporates public spaces and amenities. The awarded respondent shall be required to work closely with the ACPHLA Board of Directors, key stakeholders, and the broader community throughout the design and development process. The ACPHLA is a public benefit authority created by New York State at the behest of the Albany County Executive for the purposes of acquiring, promoting, and repositioning the former College of Saint Rose (“CSR”) Campus to its highest and best use. Following a comprehensive public engagement and strategic planning effort, the Authority has begun transforming the former CSR Campus into a vibrant centerpiece of the surrounding neighborhood and contributes to economic development within the Pine Hills neighborhood and the City/County of Albany. All respondents are required to provide their contact information to the Authority via email so that they can be kept informed of necessary information, including notice of bid addenda and/or updates (if needed). Pursuant to NYS State Finance Law §139-j and §139-k, this RFP includes and imposes certain restrictions on communications between the ACPHLA and potential respondents. Failure to adhere to these restrictions may result in disqualification. The designated point of contact for this RFP is Dylan Turek at dturek@acphla.org. All questions must be submitted in writing via email to the designated point of contact (with cc as specified in the RFP). No phone call and/or oral questions are permitted. ACPHLA reserves the right to waive any RFP informalities and/or to reject any and all bids.
