The New York State Department of Health (Department), Office of Health Insurance Programs (OHIP) is announcing the release of Request for Proposals (RFP) #C042625: Actuarial Rate Certification Services and Support. This RFP is seeking a Contractor to provide actuarial services and support for the Department's Managed Care (MC) Programs. The Contractor selected as a result of this RFP will serve as the Department’s independent actuary responsible for certifying that managed care premium rates developed by the Department for existing and new MC programs are actuarially sound in accordance with the appropriate sections of 42 CFR § 438 and also meet requirements of the Balanced Budget Act (BBA) of 1997. The Contractor will also provide consulting and technical assistance with rate development, actuarial and fiscal analysis of budget initiatives, rate development for service based payment programs and analysis of financial terms for federal waivers.
