Relocation of Sewer Lateral and Abandonment of Sewer Main – SW Canyon Rd to SW Cedar Hills Blvd

This project consists of relocating the Firestone sewer lateral to connect to the sewer main on SW Cedar Hills Blvd via a new manhole, using a combination of trenchless and open-trench construction methods. Following the lateral relocation, the existing sewer main along SW Canyon Rd will be abandoned, and the two existing cleanouts and sewer manhole located on SW Canyon Rd will be removed.

Background

SW Canyon Rd (Hwy 8) falls under ODOT jurisdiction; therefore, this project will adhere to all applicable ODOT standards, rules, and regulations. A sewer permit and an ODOT permit have already been obtained by the City.

Evaluation Criteria

• Proposal Submittal —

  Submissions in response to the RFP shall be submitted electronically through the City's Portal: https://procurement.opengov.com/portal/beavertonoregon . Proposals are to be submitted Wednesday, August 12, 2026, no later than 5:00 pm.

• Proposal Format and Administrative Requirements —

  Proposals must address all submission requirements and must describe how the services will be provided. Unless otherwise specified, no particular form is required.

• Program Description —

  The City is dedicated to increasing opportunities for enterprises that have been certified by the State of Oregon, through the Certification Office for Business Inclusion and Diversity (COBID).  A directory of these state-certified firms is available at www.oregon4biz.com/certification. 

   

  The City has an aspirational goal of a 15% utilization of COBID certified companies in its overall dollar value of contracting and purchasing activities.

  Summary

  The City of Beaverton, OR is seeking qualified contractors to undertake the relocation of the Firestone sewer lateral and the abandonment of the existing sewer main along SW Canyon Rd. The project involves connecting the Firestone sewer lateral to the sewer main on SW Cedar Hills Blvd via a new manhole, utilizing a combination of trenchless and open-trench construction methods. Following the successful relocation of the lateral, the existing sewer main along SW Canyon Rd will be abandoned, and the two existing cleanouts and sewer manhole located on SW Canyon Rd will be removed.

  Detailed Specifications

  1. Relocation of Sewer Lateral
     
     1. Utilize trenchless construction methods (e.g., pipe bursting, directional drilling) to minimize surface disruption where feasible.
     2. Employ open-trench construction methods where trenchless methods are not feasible.
     3. Install new manhole in SW Cedar Hills Blvd. Connect existing main and new lateral to new structure. 
     4. Ensure all new sewer lateral connections meet the following standards:
        • American Society for Testing and Materials (ASTM) standards for sewer pipes and fittings.
        • Occupational Safety and Health Administration (OSHA) standards for trench safety.
        • City of Beaverton/Clean Water Services Standards for sewer construction.
     5. Conduct pressure testing and inspection of the new sewer lateral to ensure compliance with all relevant standards and specifications.
  2. Abandonment of Existing Sewer Main
     1. Disconnect and fill the existing sewer main along SW Canyon Rd with controlled low-strength material to abandon the pipe. 
     2. Remove the two existing cleanouts and sewer manhole located on SW Canyon Rd.
     3. Backfill and compact the excavated areas to restore the surface in accordance with ODOT standards and specifications. 
        
        1. Concrete sidewalk repair, driveway repair and asphalt pavement repair to ODOT standards. 
     4. Ensure all abandonment activities comply with the following standards:
        • ASTM standards for sewer pipe abandonment.
        • OSHA standards for excavation and trench safety.
        • City of Beaverton Public Works Standards for sewer abandonment.

  3. Pavement Restoration 
     1. All pavement and concrete restoration work shall be performed in accordance with ODOT standards. 
     2. All pavement and concrete restoration shall comply with the following:
        • ODOT pavement and sidewalk standards

  4. Traffic Control 
     1. The Contractor shall submit a traffic control plan for review and approval by the City Traffic Engineer prior to the start of work. 
     2. The Contractor shall be responsible for providing all traffic control measures and for supplementing them as needed if the approved traffic control plan proves insufficient 
     3. All work shall be performed between the hours of 9:00 PM and 5:00 AM. 

  Service Requirements

  1. Contractor must obtain all necessary permits and approvals from the City of Beaverton and other relevant authorities before commencing work. City of Beaverton has already obtained the ODOT permit and sewer permit. 
  2. Contractor will submit a traffic control plan that must be approved by the City before work can commence.
  3. Contractor must provide a detailed project schedule, including milestones and completion dates, for approval by the City of Beaverton.
  4. Contractor must maintain a safe and clean worksite, adhering to all OSHA regulations and City of Beaverton safety standards.
  5. Contractor must coordinate with local utilities to identify and avoid existing underground infrastructure.
  6. Contractor must provide regular progress reports to the City of Beaverton project manager.
  7. Contractor must conduct a final inspection with the City of Beaverton project manager to ensure all work meets the specified standards and requirements.

  Delivery Requirements

  1. All materials and equipment required for the project must be delivered to the worksite in a timely manner to avoid project delays.
  2. Contractor must provide a secure storage area for materials and equipment on or near the worksite.
  3. Contractor must ensure that all deliveries comply with the City of Beaverton's traffic and safety regulations.
  4. Contractor must dispose of all waste materials in accordance with local, state, and federal regulations.
  5. Contractor must restore all disturbed areas to their original condition or better upon completion of the project.

• Procurement Method —

  The City is conducting this Informal Solicitation pursuant to pursuant to Beaverton Purchasing Code Section 47-0290. The City seeks proposals that will enable the City to determine which service provider and solution will best meet the City’s needs. The City expects this Informal Solicitation will result in a single contract with a single vendor for the preferred solution.

• Contract Award —

  The City may award one contract or multiple contracts, as a result of this procurement. Upon completion of the evaluation process, the selection committee will advise the Proposers of its number one selection via email to all proposers.

• Award Consideration —

  Whether to award a contract shall be determined by the City in its sole and absolute discretion to be in its best interest. The City reserves the right to withdraw any and/or all items from award consideration. 

• No Contractual Obligation —

  The City is not obligated because of the submission of a proposal to enter into a contract with any Proposer and has no financial obligation to any Proposer arising from this Informal RFP. 

• Questions and Clarifications —

  All questions regarding this project proposal shall be submitted through the portal.

• Business License/Taxpayer ID Number —

  A Proposer awarded a contract shall obtain a City business license as required by Beaverton Code Section 7.01 prior to beginning work under this contract and must pay all fees due under the Business License Law during the term of the contract.

  A Proposer awarded a contract shall complete an IRS Form W-9 for the City and provide the City with either the Proposer’s Social Security Number or federal taxpayer ID number. This number is requested pursuant to BPC 47-0770 of the Beaverton Purchasing Code. Social Security numbers provided pursuant to this requirement will be used for the administration of state, federal, and local tax laws.

• Insurance Requirements —

• Multi-Year Contract —

  At the conclusion of the first contract term, the contract may be renewed under similar terms for up to one (1) additional one-year terms at the option of the City.

  The consultant agrees that, in performing the work called for by this proposal, the consultant shall comply with all federal, state, and local civil rights and rehabilitation laws prohibiting discrimination because of race, sex, national origin, religion, age or disability, and shall comply with all applicable provisions of ORS 279C.500 through 279C.565.
