    The Washington Suburban Sanitary Commission, MD (the "WSSC"), is soliciting sealed responses for Renewable Fuel Standard Renewable Identification Number Verification Services. Responses are to be submitted via WSSC's eProcurement Portal via https://procurement.opengov.com/portal/wsscwater PRIOR TO 2:00 pm on Thursday, May 28, 2026. Late responses will not be accepted.

    The Washington Suburban Sanitary Commission (WSSC) seeks a qualified firm to provide comprehensive Renewable Identification Number (RIN) verification services in accordance with the Environmental Protection Agency (EPA) Quality Assurance Plan.

    Background

    WSSC owns and operates a Bio-Energy facility located at the Piscataway Water Resource Recovery Facility (WRRF) in Accokeek, Maryland.

    The facility:

    • Produces renewable natural gas (rNG) from anaerobic digestion of wastewater sludge
    • Has an estimated production capacity of approximately 12 MMBtu/hr
    • Supplies rNG for use as vehicle fuel by a local bus fleet
    • Injects rNG into the natural gas distribution system operated by Washington Gas

    The produced fuel is expected to generate D3 (Cellulosic) RINs under EPA-approved pathways.

    WSSC seeks a qualified third-party consultant to ensure compliance and marketability of these Renewable Identification Numbers (RINs), to develop and implement a RIN Quality Assurance Program (QAP), and perform ongoing verification services.

    Evaluation Criteria

    • Relevant Experience and Past Performance (35 pts)

      The Offeror must demonstrate experience and past performance providing Renewable Identification Number (RIN) verification services, engineering reviews, and regulatory compliance support for wastewater treatment facilities, and must submit responses to the following:

      1. Offerors must:
        Provide at least three (3) completed contracts within the past five (5) years involving:
        1. RIN verification services and Wastewater treatment facilities
        2. Required Project Details clearly provide:
          1. Project Location
          2. Contract Dollar Value
          3. Start Date and Completion Date
          4. Client Contact Information (name, title, phone, and/or email)
      2. Engineering and Compliance Support
        1. Demonstrate the ability to conduct engineering reviews and provide regulatory advisory services, including supporting RIN reporting, protocol updates, and Alternative Measurement Protocol development.
    • Key Personnel & Qualifications (35 pts)

      The Offeror must demonstrate the qualifications, experience, and availability of key personnel proposed to perform the services under this Contract and must submit responses to the following:

      1. Identify Key Personnel
        1. Provide names, titles, and roles of staff proposed for the contract.
        2. Clearly identify the Project Manager and key technical personnel.
      2. Qualifications and Relevant Experience
        1. Provide resumes or Curriculum Vitae (maximum two (2) pages per person).
          1. Each resume shall demonstrate:
            i. At least three (3) years of experience in RIN verification services, preferably for wastewater treatment facilities

            To the extent applicable, resumes should include the following project information to support demonstrated experience:

            • Contract description and scope
            • Services provided (RIN verification activities)
            • Project location
            • Contract value
            • Start and completion dates
            • Client name and contact information
            • Projects must demonstrate relevance to the requested services
      3. Education and Certifications 
        1. List relevant degrees, professional certifications, or licenses.
    • Technical Approach (20 pts)

      The Offeror must demonstrate a sound technical approach, methodology, and understanding of the requirements necessary to perform Renewable Identification Number (RIN) verification and related compliance support services, and must submit responses to the following:

      1. Work Plan and Methodology
        1. Clear, step-by-step approach for RIN verification, QAP audits, engineering reviews, and regulatory reporting.
      2. Compliance and QA Processes
        1.  Procedures to ensure adherence to RFS regulations and EPA-approved QAP requirements.
      3. Risk Management
        1. Identification of potential challenges and strategies to address regulatory changes or project risks.
      4. Deliverable Management
        1. Approach for timely preparation and submission of EPA Moderated Transaction System (EMTS) entries, quarterly/annual reports, and engineering review documents.
      5. Quality Assurance Plan (QAP) Audits
        1. Proposers must demonstrate knowledge and expertise with the following:
          1. RFS Regulatory Compliance
          2. Knowledge of and ability to comply with 40 CFR Part 80 Subparts E and M, including: facility registration, measurement, and metering. RIN/token generation and reporting requirements.
        2. Proposers must demonstrate QAP Expertise - Experience performing:
          1. QAP audits under EPA-approved Pathway-Specific Plans (PSPs).
