    Description

The City intends to award a contract that provides the best overall value based on service capabilities, technology pricing, financial strength, and responsiveness. The initial contract term will be two (2) years with options to renew annually for up to five (5) additional one-year terms, subject to City Council approval.

      Respondents shall submit their application electronically through the City of Heath's OpenGov Procurement Portal.

      Prior to submitting an application, respondents are responsible for downloading and reviewing all documents contained in the Attachment section of this solicitation, including the Request for Applications (RFA), Banking Services Fee Schedule, City of Heath's Investment Policy, and any addenda issued by the City.

      Each application shall include, at a minimum:

      • One (1) complete Request for Applications (RFA) with responses to all required questions. The completed RFA shall be converted to PDF prior to upload and should include the financial institution's name in the file name (e.g., Heath Depository RFA - ABC Bank.pdf)
      • One (1) complete Bank Services Fee Schedule using the Excel template provided in the Attachments section.  The completed file shall be uploaded in Microsoft Excel format and include the financial institution's name in the file name (e.g., Heath Fee Schedule - ABC Bank.xlsx).
      • All required supporting documentation, disclosures, certifications, references, and any additional attachments identified in the RFA.
      • Any exceptions, conditions, or qualifications to the City's requirements shall be clearly identified within the RFA, together with supporting explanations, documentation, and proposed alternative language, if applicable.

      Respondents are solely responsible for ensuring that all required documents have been completed and uploaded prior to the submission deadline. Incomplete or late applications may be deemed non-responsive and may not be considered for award.
