    The District of Columbia (“District” or “DC”) Department of General Services (the “Department” or “DGS”), on behalf of the Department of Corrections (“DOC”), as its implementing agency, is issuing this Request for Information (“RFI”) as the first step in developing a process to guide the solicitation of design-build (“DB”), design-build-finance-maintain (“DBFM”) or other alternative proposals from respondents (“Respondent(s)”) interested in serving as the developer (“Developer”) or design-builder (“Design-Builder”) for a new and upgraded, $1.2-$1.5B facility located at 1901 E Street SE, Washington, DC 20003, comprising of:

     

    1. A new Annex to be connected to the existing DC Correctional Treatment Facility (“CTFA” or “Annex”);

     

    1. Renovation of select areas of the existing CTF (“CTF” or “Renovated CTF”);

     

    1. Extension of Massachusetts Avenue SE to the proposed DOC property line;

     

    1. Demolition, design and modification of select areas of the existing Central Detention Facility (“CDF”) located at 1901 D Street SE, Washington, DC 20003 for temporary use until completion of the Project and decommissioning can occur, (items i – iv being the “Project”); and 

     

    1. Exploration of options for long-term preventative and lifecycle maintenance for the Project.
