    Description

Alameda Municipal Power (AMP) is seeking market feedback from qualified firms for Wood Pole Inspection, Treatment, and Restoration Program for AMP's electric distribution system. • Requested Information
Please provide concise responses to the following (use PDF provided under the Attachments section):

      1. Describe your firm’s relevant experience performing comparable electric utility wood pole inspection, treatment, and restoration work.
      2. Which services would your firm self-perform versus subcontract?
      3. Would your firm be interested in a single combined contract for inspection, treatment, restoration, reporting, and optional technical support?
      4. If AMP were to award a contract in late 2026, would your firm have capacity to perform this work during the first half of calendar year 2027 (January–June 2027)? If yes, what overall project duration and typical production rates would you anticipate for a program of this size?
      5. What pricing structure would you typically recommend?
      6. What electronic deliverable formats can your firm provide?
    • Background of the project

Alameda Municipal Power (AMP) owns and maintains 3,727 wood utility poles within its service territory. These poles include both solely owned and joint-use facilities supporting electric distribution infrastructure. Every ten (10) years, AMP conducts systemwide wood pole inspection, treatment, and restoration program for AMP’s electric distribution system. The last inspection cycle was completed in 2017. We plan the next inspection cycle in accordance with applicable regulatory requirements, including CPUC General Order 165. After gathering information from this RFI, AMP anticipates subsequent Invitation for Bid (IFB) as early as this June, depending on market feedback. The final pole list, pole attributes, Graphic Information System (GIS) data, and service territory requirements will be provided to the selected contractor after award of IFB, or earlier if determined appropriate by AMP.

    • Anticipated scope of subsequent IFB and program goals

      •    Complete system-wide intrusive inspection and condition assessment of AMP wood poles, including groundline excavation.
      •    Treat wood poles to extend service life where treatment is appropriate and cost-effective.
      •    Identify poles requiring restoration, trussing, engineering review, or replacement.
      •    Obtain consistent GIS-compatible pole condition data to support AMP asset management and future capital planning.
      •    Minimize mobilization, coordination, and handoff risk by using a single contractor capable of providing the required core services.
      •    Provide optional technical support.

    • Constraints or limitations

      • The Contractor shall coordinate work sequencing and field activities with AMP’s designated project representative.

      • The Contractor shall promptly notify AMP regarding access limitations, unsafe conditions, blocked pole locations, and conditions materially affecting scope, cost, or schedule.
