    See attached Request for Information (RFI) Memo to Vendors and RFI Vendor Response Form for complete details. Vendors must submit a completed RFI Vendor Response Form in accordance with Section 4 – Response Instructions. The Maryland Department of General Services (DGS), Office of State Procurement, is issuing this Request for Information (RFI) to obtain industry feedback regarding commercially reasonable socioeconomic participation structures and percentage recommendations for a potential successor to the COTS 2012 Statewide Master Contract, which expires in 2027. This RFI is limited to market research concerning subcontracting opportunities and feasible participation levels for MBE, VSBE, and SBR programs. The anticipated successor contract may include: (I) COTS Software & Software as a Service (SaaS); (II) Implementation & Training Services; and (III) Maintenance & Support Services. DGS seeks data-driven input on realistic subcontracting opportunities, percentage ranges, and whether participation requirements should be established at the Master Contract level, Task Order (PORFP) level, or both. This RFI is issued solely for planning and market research purposes.
