REQUEST FOR PROPOSAL Clear Creek Fire Authority and EMS Feasibility Study Purpose: This Request for Proposal (RFP) is for the selection of a qualified consultant or consulting firm to evaluate opportunities for potential service provision cooperation to include consideration of partial or complete consolidation for their Fire and Ambulance services of the Clear Creek Fire Authority and Clear Creek County Emergency Medical Services (Ambulance Service). Scope of Services: Clear Creek County Emergency Medical Services and Clear Creek Fire Authority are seeking the services of qualified consultants to evaluate opportunities for service provision cooperation, to include consideration of partial or complete consolidation for their Fire and Ambulance services. This evaluation is designed to determine the potential to achieve the following benefits to the jurisdictions: Increased efficiency Improved effectiveness Evaluation of current budgets and a determination of cost/benefit of services Evaluation of revenue systems for each entity Enhanced or expanded service(s) Reduced cost and/or cost avoidance Coordination of agency planning and training Impact of future state and federal grant funding Components of the evaluation should include: Analysis and Recommendations of Functions and Operations: Conduct a full assessment of the Fire and EMS departments with cost/level of services analysis for the areas served. Identify service needs of the areas served and cost to the agencies to provide the services. Make recommendations for improving operations of each agency. Identify various applicable operational structures and systems, and their funding options and ramifications. Identify differences in operational policies, procedures and practices, organizational culture and recommendations for addressing these issues. Identify opportunities to increase efficiencies of functions through use of applicable operational structures and systems. Identify and evaluate potential cost savings, improved customer service of potential consolidation. Determine and evaluate existing versus future staffing requirements and effects of potential consolidation. Determine the impacts to Dispatch services of potential consolidation. Determine any differences in wages, benefits and retirement programs and the cost implications of potential consolidation. Make a recommendation for potential joint operations, including transition from current operations to a new system. Determine a process to establish the legal and management structure of any potential consolidation. Assess current capital assets and address future purchasing strategies to maximize mutual benefits. Identify issues or obstacles which could affect the development of a more cooperative plan. Information: A Risk Assessment will be performed to provide an analysis of possible high consequence operations and the impacts on emergency services. Each type of emergency is evaluated based on life safety (the amount of personnel and equipment required to rescue or protect the public and firefighters from life-threatening situations), economic impact (loss of properties, income or irreplaceable assets), and other impacts to the community (historic buildings or community infrastructure). The analysis will include any possible future negative impacts to the ability of the present resources to be able to provide daily operations. The report will contain an analysis of present resources available to meet emergency services requirements, including an inventory of both manpower and equipment and determine the efficiency of the use of resources. Audits of both Fire and EMS shall be provided in the report identifying departmental strengths, weaknesses, challenges and opportunities and providing recommendations to the management and governing bodies. The evaluation shall identify areas of duplication and opportunities for department efficiencies including, but not limited to: Purchasing Training Capital investments Number and type of apparatus, both Fire and EMS Communications and Dispatch Staffing Public education The evaluation should identify procedural requirements to accomplish any potential consolidation/merger, including process, requisite timelines, impacts on existing agreements, etc. Financial Forecast: The report will give a financial forecast for five years out regarding cost and revenue implications of each entity, if each entity were to remain in the present governance The report will give a financial forecast for five years out regarding cost and revenue implications if the agencies were to consolidate. Required Submission Information: Qualifications: Brief overview of the history and structure of the firm including structure, time in business, number of employees, and other data to assist in characterization of the firm. Statement of the particular expertise and experience in performing emergency service evaluation and advisory services, particularly as these relate to similar types of projects. Brief description of 2 – 3 similar evaluations completed for emergency service clients completed within the past five years. Please provide contact information for these clients. Project Team: Listing and resumes for the project lead and any others that would support the completion of this project with a summary of each team member’s area of responsibilities, expertise, experience and qualifications for this work. Provide an organizational chart of the project team. Indicate the number and scope of projects that will be managed by the lead person(s) during the same timeframe as this project. Project Approach: Based on the information in this RFP and your professional knowledge, please provide a description of how the firm proposes to execute the project. Provide relative timeframes for the project. Provide an itemized menu of services broken down by project components and cost. Provide total project cost. Evaluation Criteria and Consultant Selection: A screening committee will evaluate proposals based on the following criteria: Qualifications and prior experience in performing similar work Approach and process to be used in performing the work Ability to communicate in writing as evidenced by information provided in this RFP response Examples of similar work completed References Proposed cost and timelines The screening committee reserves the right to solicit additional information from applicants should the committee deem such information is necessary during the evaluation process.
