    Evaluation Criteria

    • Quality of Proposal (25 pts)

      Quality of Proposal will be judged based on the inclusion of all criteria listed in the Proposal Contents section: Cover Letter, Executive Summary, Qualifications/Experience, Project Approach, Key Staff, Management Approach, Work Product Sample and Fee Proposal; and how closely instructions for each item were followed.

    • Qualifications, capabilities, and experience of the firm and staff (20 pts)

      Credentials of Key Personnel including qualifications and experience of the Project Team, their prior experience and demonstrated ability to perform the scope of work.

This will help us respond fully to the addendum in our proposal submission. • Can you provide a copy of the grant issued to the Dept. of Public Safety, since it may provide additional detail on the scope and type of services required? • The grant terms described include Year 1 and Year 2 portions. Is it accurate to assume that the Dept. of Public Safety intends for this to be a 2-year contract? • Who will be the Dept. of Public Safety’s point of contact or project lead once procurement is finished? Will there be a steering team of stakeholders, or a single individual assigned to this role for this project? • Will the selected vendor be given direct access to data sources like the phone system, CAD system, RMS, and radio system, or will data be exported and provided by the Department? • Does the Dept. of Public Safety expect the consultant to evaluate communications technologies (CAD, telephony, radio, etc.), or is the scope focused on data analysis, operations, and performance outcomes? • The RFP does not specify deliverables, their format or frequency, or whether a final report is expected at the end of each year.     A: 1. Referring to the title of the RFP would suffice. 2. We are working to publish the addendum earlier than April 1 to increase the time between the addendum publish date and the final due date. 3. We will discuss internally. 4. This is not likely to be a two-year contract, but the length of contract is to be determined based on the approach the chosen vendor will take and how that approach supports the needs of the project. 5. The points of contact will be myself and Project Manager Detective Jasmine Brown. Other stakeholders may become involved or attend meetings as needed. 6. Data will be exported and provided to the consultant/consultant team. 7. The scope is focused on data analysis. It does not include evaluation of communications technologies, or operations and performance outcomes as related to communications technologies. The scope of work section provides more detail. 8. We will discuss this further internally, but at this time, we are interested to see the vendors develop a proposed project approach. 9. We have corrected items in section 10. 10. Samples of a work product refers to samples of work delivered for a similar data analysis project, with the understanding that you may need to redact information. A case history refers to a description that you give to accompany your selected work product. The case history provides context for us to understand your approach to the project provided in the work sample and should not be more than one page long. 11.
