This project represents a critical implementation step of the City’s recently adopted 2025 Comprehensive Plan—Mount Vernon’s first comprehensive plan since 1968. The selected consultant team will be responsible for conducting a full diagnostic review of the existing zoning code; preparing a modern, legally sound zoning ordinance aligned with current planning best practices; facilitating public engagement; completing all required environmental review pursuant to SEQRA; and performing a citywide buildout analysis. The updated zoning framework will support transit-oriented development, housing diversity, economic growth, sustainability, infrastructure coordination, and the preservation of neighborhood character.
