Request For Proposal (RFP): Workforce Innovation & Opportunity Act (WIOA) Youth Program Activities and Services

The City of Anaheim Workforce Development Board (WDB) is seeking proposals from qualified organizations to provide Workforce Innovation & Opportunity Act (WIOA) Youth program activities and services for Program Year 2026-27.  The successful bidder will be able to provide in-school youth ages 14-21 and out-of-school youth ages 16-24 with a broad range of coordinated services preparing them for further education, additional training, and successful transition into the workforce.

Evaluation Criteria

• WIOA Youth Program Review and Evaluation (100 pts) —

  The pre-qualification criteria will be evaluated, scored, and ranked through a competitive process on the following criteria:

  Program Design/Content-50 points

  Experience and Performance Record-30 points

  Budget Reasonableness-20 points

• I understand all responses to this RFP must include one (1) original with full documentation and three (3) copies MUST BE HAND DELIVERED or sent certified mail, return receipt requested, no later than 12:00 PM April 20, 2026: (required)
