    Request for Proposals Comparative Market Analysis The Town of Greenwich seeks qualified real estate professionals to provide Comparative Market Analysis (CMA) to establish after-rehab value for assisted residential properties. MWBE and SVDOB vendors are encouraged to bid. Scope of Services Provide CMAs for HOME-assisted properties, program-wide, including: For each assigned property, research and produce a CMA styled to determine the after-rehab market value (ARV) used to confirm HUD HOME Homeownership/After-Rehab value limits or to support scope/underwriting decisions. Include comparable recent sales, active listings, and market adjustments; commentary on local market trends affecting value; statement of assumptions and data sources. For manufactured home replacement projects, produce CMAs that address the property (land + unit as applicable) consistent with HUD after-rehab value guidance (use Existing Homes limits as applicable). Timely response for initial CMAs and revisions as requested (turnaround times specified below). If requested, provide telephone or virtual availability to discuss methodology with LPA or HTFC project manager. Deliverables One signed CMA report with comparables, analysis, ARV conclusion, and certifying signature of preparer. Supporting data files (MLS printouts, public record data, maps). Electronic file (PDF) and one hard copy if requested. General Conditions CMA provider must be a qualified real estate professional. Acceptable credentials include: Licensed real estate agent or broker with demonstrable CMA experience; OR Licensed/certified appraiser when requested by the LPA (a CMA is acceptable per program guidance as an alternative to a licensed appraisal). (Housing Rehabilitation Admin Plan, Chapter Two; Manufactured Housing Replacement Admin Plan, Chapter Two, After Rehab Value — Rev 3-2026.) Demonstrated experience preparing CMAs or appraisals for residential properties in the LPA’s service area, including single-family and manufactured housing. Familiarity with HUD HOME after-rehab value limits and underwriting context preferred. Ability to provide documentation and sign reports attesting to methodology and conclusions. The Town reserves the right to: Reject any or all proposals; Waive informalities and minor irregularities; Award multiple contracts from this RFP or multiple vendors; Negotiate final terms with the selected vendor. No work shall commence until a fully executed contract is in place and any required environmental clearance or other project approvals are obtained. Payment terms: Invoices submitted with reports. Payments issued within 60 days of approved invoice. Vendor must accept 60-day terms. Selection & Award The municipality will evaluate proposals and make award decision. The municipality reserves the right to accept or reject any or all quotes, waive informalities, or negotiate with one or more respondents. Award will be to the responsible, responsive offeror whose quote is most advantageous to the municipality based on evaluation criteria (not necessarily lowest price). All awards are subject to issuance of a municipal purchase order/contract signed by the municipality. Bidders must disclose any actual or potential conflict of interest (including family, business ties, or prior relationships with municipal staff or the consultant). The municipality will evaluate and may require recusal or disqualification consistent with 24 CFR 92.356 and 2 CFR 200.318. Evaluation Criteria Qualifications and experience: 35% Quality of sample CMAs and methodology: 30% Price / cost reasonableness: 20% Turnaround capacity and responsiveness: 10% MWBE participation and local outreach: 5% The municipality will maintain a program list of qualified vendors for three (3) years and issue work orders or direct assignments. The municipality may select vendors by rotation, lowest responsible bid for the work order, or other method detailed in the issuance of each work order.
