NOTICE IS HEREBY GIVEN that the Twin Rivers Unified School District (“District”) will receive up to, but not later than 9:00 a.m. on July 1, 2026, sealed proposals for the award of contract for: RFP No. 27-001 2026-2027 Expanded Learning Supplemental Enrichment Providers Proposals shall be received electronically online at https://colbisecurebids.com/o/trusd/27-001. Proposers are hereby notified that, in accordance with Public Contract Code (PCC) sections 20112 and 1601, sealed proposals will be received electronically. Proposals will not be publicly opened or read. Proposals received after the above-specified time may be rejected. The District is soliciting proposals from qualified organizations to provide comprehensive Expanded Learning Supplemental Enrichment programs for elementary, middle school and high school students during the 2026–2027 school year. These programs are designed to deliver structured, high-quality enrichment opportunities that enhance student learning, creativity, engagement, and skill development through a variety of hands-on experiences and specialized content areas. Each proposal must conform to and be responsive to this notice and all other documents comprising the contract documents. All interested parties may obtain additional information by contacting the Contract Services & Risk Management Department via email at proposals@trusd.net. All forms must be completed, signed, and returned with the proposal. No proposer may withdraw its bid for a period of sixty (60) calendar days after the date set for the receipt of proposals. The evaluation criteria outlined herein will be used to determine which proposal offers the best value to the District. The District reserves the right to accept or reject any or all proposals, waive irregularities or technicalities, and select the proposal deemed most advantageous to the District. Recognizing that considerations beyond price are essential, the District may not award the contract to the lowest proposer. Additionally, the District reserves the right to request clarifications on any proposal.
