    The City of Norco is requesting proposals from qualified real estate brokerage professionals or firms (“Consultant”) to provide brokerage services. Consultants determined to be responsive and qualified through this solicitation process will be approved and added to the City’s list of pre-qualified consultants for real estate brokerage services. The City seeks the services of a California-licensed real estate brokerage firm to represent and assist the City in the sale of exempt-surplus land, surplus land, and the purchase and acquisition of land for the City, when needed. All sales, purchases, and acquisitions of City-owned property must comply with California Government Code Sections 25520-25539.10 and 54220-54232. Agreements with the selected professional or firm will be for a five-year term.A list of the scope of services is provided herein. Consultants responding to this proposal must indicate the skills, experience, and/or services which distinguish the consulting professionals or firms from other consulting professionals or firms to make the proposal the best choice for the City. The City is not liable for any costs incurred by the Consultant before entering into a formal contract. Costs for developing the proposal or any other such expenses incurred by the Consultant in responding to the RFP are entirely the responsibility of the Consultant and shall not be reimbursed in any manner by the City. No reimbursable cost may be incurred in anticipation of award. Consultant shall perform all services in compliance with all applicable federal, state, and local laws, including but not limited to California Government Code Sections 25520-25539.10 and 54220-54232.The Consultant shall provide full representation and transactional support to the City, including preparation of required documentation, coordination with title and escrow, negotiation of terms on behalf of the City, facilitation of due-diligence activities, communication with prospective buyers or sellers, and management of all steps necessary to complete real property transactions in accordance with applicable legal requirements. Consultants shall also assist the City in identifying acquisition opportunities, evaluating property suitability based on City needs, and negotiating purchase terms that best serve the City’s interests.All services and deliverables provided by the Consultant shall comply with all applicable federal, state, and local laws, regulations, and policies governing real estate transactions, including but not limited to:- California Government Code §§ 25520-25539.10 (City/Council real property transactions)- California Government Code §§ 54220-54232 (Surplus Land Act)- California Civil Code provisions related to real property transactions, disclosures, and agency duties- California Business and Professions Code, Division 4, Part 1 (Real Estate Law)- California Department of Real Estate (DRE) regulations and licensing requirements- California Code of Regulations, Title 10 (Real Estate Commissioner’s Regulations)- Federal Fair Housing Act and California Fair Employment and Housing Act (as applicable)- City of Norco municipal codes, policies, and procedures related to real property transactions- Any additional statutory or regulatory requirements applicable to the sale, purchase, or acquisition of municipal property Notes: The deadline for submitting proposals is March 24, 2026, at 10:00 a.m. using the online PlanetBids portal. Proposals shall include the information outlined below:1) Cover Letter. Provide an introduction to the proposing Consultant team and identify the lead firm that will perform the services described in the RFP. Include the lead firm’s primary contact (name, title, phone, email). The cover letter must be signed by an authorizedrepresentative confirming the Consultant’s ability and willingness to comply with all provisions stated herein.2) Approach. Include a detailed and clear discussion of the Consultant’s approach to successfully completing the real estate brokerage and consulting services for the City of Norco.3) Scope of Work. Provide a comprehensive scope of work by task for the entire effort, including all necessary licensing to perform real estate brokerage services. The scope shall clearly demonstrate the consultant’s understanding of and ability to provide full representation and assistance with the sale of City-owned exempt-surplus and surplus land, as well as the purchase and acquisition of City-owned property, and shall reflect a thorough, efficient, and professional service plan consistent with industry standards. The successful consultant shall agree to contract with the City to provide real estate brokerage services customarily expected in municipal representation for a 5-year term.The commission percentage to represent the City in the sale of exempt-surplus land and surplus land, as well as in the purchase and acquisition of land for the City, shall be included within the total brokerage fee and is anticipated to involve a split commission structure. The total brokerage fee paid by the City for disposition services shall not exceed five percent (5%) of the final sale price, while compensation for acquisition services shall be proposed separately and fully disclosed.4) Experience and Qualifications. Provide an overview of the Consultant team’s qualifications, experience, and capacity to perform the Scope of Work. The Consultant must be a California‑licensed Real Estate Broker in good standing with the Department of Real Estate (DRE) and must have a minimum of five (5) years of brokerage experience, including representation of buyers and/or sellers in at least ten (10) transactions. Include résumés for key personnel who will be assigned to the engagement and describe their roles and relevant experience.Provide a list of purchase and sale transactions completed in the past 24 months; for each transaction indicate the party represented (buyer or seller), the original list price, the final sale price, and days on market. Attach a copy of the firm’s broker license and the license numbers for the lead broker(s), together with any other relevant certificates or professional licenses.Provide at least three (3) client references relevant to the scope of services, including each reference’s name, organization, title, telephone number, and email address.
