EMPLOYEES RETIREMENT SYSTEM OF TEXASREQUEST FOR PROPOSALS TO UNDERWRITE AND ADMINISTERGROUP TERM LIFE INSURANCE AND ACCIDENTAL DEATH AND DISMEMBERMENT INSURANCESERVICES UNDER THE TEXAS EMPLOYEES GROUP BENEFITS PROGRAM SOLICITATIONNO. 25-14331-001NIGP CODE:953-63 FIRSTAMENDED MARCH 3, 2026 The Employees Retirement System of Texas (ERS) has issued an amendedRequest for Proposals (RFP) seeking a qualified firm (Respondent) to provideall operational services as described in the RFP for Group Term Life Insuranceand Accidental Death and Dismemberment Insurance for Active Employees,Retirees, and Dependents under the Texas Employees Group Benefits Program inaccordance with Chapter 1551 of the Tex. Ins. Code. Respondent shall providethe level of services required in the RFP and meet other requirements that arein the best interests of ERS, its members, and the state of Texas (State). Respondentshall be required to execute a contract (Contract) provided by, andsatisfactory to, ERS for a period that begins upon execution of the Contract byERS and extends August 31, 2033, subject to the terms of the Contract. It isanticipated the Contract will be executed in December 2026. TheRFP and certain appendices were amended on March 3, 2026. Please see theSummary of Amendment Changes for a list of specific portions and appendicesthat have been amended. TheConfidentiality and Nondisclosure Agreement, attached to the RFP as Appendix D (NDA),must be properly executed via DocuSign in order to receive ERS’ confidentialappendices (Appendices Q, Q-1, Q-2, R. and R-1). To be eligible for consideration, Respondent is required to submit itsresponse to the RFP (Proposal) in accordance with the instructions set forth inthe amended RFP. Respondents must meet the Minimum Requirements set forth in theMinimum Requirements Questionnaire (AppendixG). All Proposal materials shall be received by ERS via Euna Procurement nolater than April 2, 2026 at 10:00 a.m.CT. To download the amended RFP, submit an executed NDA, submitquestions, and/or submit a Proposal, prospective Respondents must first create aprofile in Euna Procurement (ERS’e-procurement portal located at erstexas.bonfirehub.com),which operates best on the latest versions of Microsoft Edge, Google Chrome,and Mozilla Firefox. Browser cookies must be enabled when accessing EunaProcurement. Note that Respondent’s primary Proposal contact must create a EunaProcurement profile (with the actual contact person’s email address) anddownload the RFP documents in order to send and receive messages via EunaProcurement. ERS reserves the right to rebid the RFP if deemed by ERS to be in thebest interests of ERS, its members, and/or the State. ERS also reserves theright to reject any Proposal submitted that does not fully comply with the RFP’sinstructions and criteria. ERS is under no legal requirement to execute aContract on the basis of this notice or upon issuance of the RFP and will notpay any costs incurred by any Respondent in connection with the preparation ofa Proposal. ERS also reserves the right to revise any provisions set forth inthe RFP at any time prior to execution of a Contract where ERS deems it to bein the best interests of ERS, its members, and/or the State.
