The City of Valdez requires assistance regarding a Needs Assessment for Childcare Services in the community. The needs assessment will outline the status of childcare services in Valdez, how these services could be improved in the short term, provide quantitative and qualitative information to help with determining if a new childcare facility built in Valdez would be a viable option for the community and the average number of children such facility would potentially serve. The selected Respondent must be fully insurable to City of Valdez established levels of coverage, name the City of Valdez as an additional insured, and keep in effect all required coverages during the term of the procured study. The community of Valdez includes one main childcare business, Stepping Stones Learning Center. Their organization serves newborns through 12-year-olds and includes preschool, and before and after school programs. Stepping Stones receives funding from the City of Valdez to support operations and they maintain challenges regarding staffing levels, funding, enrollment and having a suitable space for the business. Children that do not attend childcare are cared for through religious organizations or in smaller numbers of children with common or relative households. Submissions should meet criteria identified in section E and firms will submit one (1) proposal. All respondents are required to email Nicholas Farline or deliver one copy of their proposal in a sealed envelope to the address giving under "Issuing Office". The City reserves the right to waive any irregularities or informalities in a quote, to reject any and all quotes without cause, and to re-solicit for quotes. Current minimum prevailing wage rates as published by the Alaska Department of Labor must be paid if required by law. Requirements of the Alaska Employment Preference (AS 36.10) must be met. The City of Valdez encourages disadvantaged, minority and women-owned firms to respond and is available to assist said firms in learning how to do business with the City.
