The District of Columbia (the “District”) Department of General Services (“the “Department” or “DGS”) is issuing this Request for Qualifications (“RFQ”) to solicit Statements of Qualifications (“SOQs”) from offerors (“Offerors”) interested in performing construction projects for the District of Columbia Public Schools (“DCPS”), Department of Park and Recreation (“DPR”), and municipal facilities (collectively, “Project Locations”) during the 2027-2032 fiscal years. These construction projects may include building repairs, upgrades, and tenant-fit-out improvements including, but not limited to, patching and plumbing, carpentry, masonry, electrical, heating, ventilation, and air conditioning (“HVAC”), elevators as well as small park and playground type projects as may be necessary at DCPS, DPR, and municipal sites.
The goal of this RFQ is to establish a list of pre-qualified contractors to compete for construction projects as may be requested for projects across the Department’s portfolio of properties. Each such contractor will be required to enter into a BOA that will set forth the general terms and conditions of the process as well as establish the method by which Task Order Agreements for specific work will be competed and awarded.
An Offeror’s SOQ must meet all requirements established by this RFQ and all Offerors must hold the applicable license requirements as determined by the District’s Department of Building (“DOB”). Failure to meet an RFQ requirement may render an Offeror’s SOQ non-responsive.
(i) Successfully executing construction projects in occupied buildings valued over $1,000,000 and similar construction projects for a government agency in which the Offeror served as the general contractor in the past five (5) years;
(ii) Knowledge of, and access to, the local subcontracting market, including achieving CBE stated goals;
(iii) performance under past or current government or private-sector contracts with requirements similar to those of the proposed BOA; and
(iv) knowledge of the local regulatory agencies and Code Officials.
The Offeror should include within its SOQ Submission, its full organization chart to demonstrate the depth of the organization by listing all full-time staff, their roles within the organization and years of experience. The Offeror shall also include within its SOQ Submission resumes of key personnel that will be assigned to this Project and indicate what percentage of each such person’s time devoted to this Project.
Offerors are required to submit a Project Management Plan. The Project Management Plan should clearly explain how the contractor intends to manage and implement the Project. It should demonstrate a knowledge of the process and impediments that must be overcome and ensure that sufficient staffing will be provided.
Offerors will be evaluated based on a detailed analysis demonstrating that they have the necessary capacity to meet anticipated project schedules. This plan must identify the necessary resources required for the completion of the Project.
The CBE preference points will be awarded based on the Offeror status as a Small Business Enterprise (“SBE”)/Certified Business Enterprise (“CBE”).
