    Description

    Environmental Services and QualificationsThe responding firm shall demonstrate comprehensive experience and technical expertise in providingenvironmental consulting services for FAA-funded airport projects, particularly within highly regulatedenvironments such as the Lake Tahoe Basin. Environmental services and qualifications shall include, but are not necessarily limited to, the following work elements:• Investigation, evaluation, rehabilitation, restoration, and long-term management planning for habitatssupporting flora, fauna, wetlands, waters of the United States and State, sensitive species, and special status species, including coordination with federal, state, and local resource agencies.• Preparation of environmental technical reports and documentation, including environmental assessments, risk assessments, remedial action plans, site investigations, mitigation and monitoring plans, and postconstruction compliance reporting in support of airport planning, development, maintenance, and operations.• Demonstrated experience in compliance with the National Environmental Policy Act (NEPA) for FAAfunded projects, including preparation and support of Categorical Exclusions (CATEX), Environmental Assessments (EA), and Environmental Impact Statements (EIS), as applicable, in coordination with the FAA and other cooperating agencies.• Preparation of environmental documentation, reports, and studies required to support compliance with the California Environmental Quality Act (CEQA) and the Tahoe Regional Planning Agency (TRPA),including but not limited to Initial Studies, Environmental Checklists, technical studies, findings,mitigation measures, and monitoring and reporting programs.• Proven knowledge of TRPA regulations, thresholds, ordinances, and environmental review processes,including experience navigating the multi-jurisdictional permitting framework unique to the Lake TahoeBasin and coordinating with TRPA staff, local jurisdictions, and state and federal agencies.• Preparation and support of biological assessments, biological evaluations, cultural and natural resourcesurveys, and permit applications, including coordination with agencies such as the FAA, TRPA, U.S. Fishand Wildlife Service, California Department of Fish and Wildlife, Lahontan Regional Water QualityControl Board, and other applicable regulatory bodies.• Preparation, updating, and amendment of Industrial and Construction Stormwater Pollution Prevention Plans (SWPPP), including development of new SWPPP documents for airport construction projects, implementation support, inspection services, corrective actions, and compliance with state and regional stormwater requirements.• Spill Prevention, Control, and Countermeasure (SPCC) Plan compliance support services, includingpreparation and amendment of SPCC plans, regulatory coordination, training support, and technicalassistance in response to spill incidents occurring on airport property.• Technical support for hazardous materials and hazardous waste management programs, includingregulatory compliance assistance, inspections, training support, and coordination with applicableoversight agencies.• Preparation, amendment, and regulatory coordination for El Dorado County Hazardous MaterialsBusiness Plans and related documentation applicable to airport facilities and operations.• Other environmental planning, permitting, compliance, and monitoring services related to airportoperations and development, as may be required due to the complex, layered federal, state, regional, and local environmental regulatory structure governing activities within the Lake Tahoe Basin.The firm shall demonstrate a clear understanding of FAA environmental requirements, TRPA regulatoryprocesses, and the integration of NEPA, CEQA, and TRPA compliance for airport projects, as well as a proven ability to coordinate effectively with multiple agencies and stakeholders to successfully deliver compliant projects.
