PROJECT NO. 2425-01-528-S37-81 REQUEST FOR STATEMENT OF QUALIFICATIONS FOR COMMISSIONING AGENT FOR THE PHARR EVENTS CENTER PROJECT Brief Description: The City of Pharr is planning to construct the Pharr Events Center Project and is in need of an independent third-party Commissioning Provider (CxP) firm and teams for the project Scope of Work as described in this RFQ. To view this solicitation and submit a response to this solicitation, you must first register in the City’s bidding portal at: https://Pharr.procureware.com. Solicitation documents will not be mailed, e-mailed, or provided in person. Once registered, you will also be added to the solicitation distribution list for changes and/or additions via Addenda form. Potential Bidders are asked to post their questions on our bidding portal under the tab labeled “Clarifications” under the relative project number. The deadline for questions is Friday November 28, 2025. The City reserves the right to negotiate with any and all firms that submit proposals, as per the Texas Professional Services Procurement Act, Texas Government Code Section 2254.004 and Texas Local Government Code Section 271.118. The City of Pharr will evaluate the Request for Proposals of the firms on the basis of technical ability, experience, and ability to perform the work.
