    Description

    With this Request for Qualifications (“RFQ”), the City of Avalon (“City”) is requesting statement of qualifications (“SOQ”) from qualified design-builders (“Proposer”) to provide progressive design-build services for the Cabrillo Mole Revitalization Phase II Project (“Project”). The purpose of the SOQ is to demonstrate the qualifications, experience, competence and capacity of the Proposer to design and construct the Project described in this RFQ. The successful Proposer will be expected to execute the progressive design-build contract (“Contract”) included with this RFQ. Avalon is situated on the easterly portion of Santa Catalina Island, approximately 22 miles south/southwest of the Los Angeles Harbor breakwater. Avalon is a little over 2 2/3 square miles in size. The island itself is 76 square miles in area, 85% of which is in a conservancy. The picturesque and leisurely seaport village of Avalon has a permanent population of around 3,500, with an annual visitor count of close to one million. The City is soliciting the services of a qualified contractor to provide design-build services to the replacement and expansion of the City of Avalon’s Cabrillo Mole Ferry Intermodal Terminal. The existing terminal, which was built in 1968, has reached its useful life and needs modernization. It is functionally obsolete, as it handles more passengers than that for which it was designed. It is the only public passenger ferry terminal in the City of Avalon, and therefore, it provides an essential service that supports the overall economy of Santa Catalina Island as well as the Los Angeles-Long Beach-Anaheim Urbanized Area. Catalina Island is part of Los Angeles County, and its public transportation program is coordinated through the Los Angeles County Metropolitan Transportation Authority (“Metro”). This project is funded by the Federal Transit Administration (FTA). The successful Design-Build Team must follow the instructions and comply with all of the FTA’s requirements. The Project includes two stages: (1) preconstruction design phase services (“Stage 1”); and (2) final design services and construction services to complete the Project (“Stage 2”), each of which are more fully described in the Contract Documents. The Stage 1 Services include, among other things, preliminary design, review and validation of existing design documents, any potential redesign of existing design documents, constructability reviews, value engineering, cost estimating, project scheduling, permitting, and construction packages. The extent of the Stage 1 Services are defined in more detail in Attachment 2 to the Contract. The selected Proposer shall perform the Stage 1 Services consistent with the requirements of this RFQ and the Contract Documents, during or after which Proposer shall propose to City a Guaranteed Maximum Price (“GMP”) to construct the Project and, if accepted by City, the parties will enter into an amendment to the Contract for Proposer’s performance of Stage 2 Services. However, City does not guarantee proceeding with Stage 2. City will assume ownership of the work product, including the design, from Stage 1 and may use the work product to complete Stage 2 if negotiations between City and Proposer for Stage 2 are not successful.
