    Description

    The County of Sacramento Department of General Services ("County") is soliciting Statements of Qualifications (SOQ) from architectural, engineering, and other specialty consulting firms as listed under Section 3, Scope of Work, for the purpose of awarding up to four (4) prime consultant team on-call agreements for future projects. Each on-call agreement is anticipated to be in the range of approximately two million to four million dollars; the County reserves the right to set each on-call agreement value based on future needs assessment and Board approval.

    These projects encompass improvements at a wide variety of County of Sacramento owned and operated facilities including correctional facilities, youth detention facilities, courthouses, administration buildings, libraries, medical facilities, and parks and recreation facilities. Responder’s team must be able and willing to provide services in all disciplines listed in Section 3 Scope of Work for their proposals to be considered.
     
    Qualified consultants may be hired to assist the County's engineers and architects in completing projects identified in the Department of General Services' Capital Improvements Plan.

    Background

    Every three (3) years the Architectural Services Division ("ASD") advertises for architectural, engineering and specialty consultant firms interested in doing work for the County. The result of the solicitation establishes pre-qualified firms to work on on-call Board approved projects.

    The pre-qualified prime teams awarded from this Request for Qualifications ("RFQual") will be used primarily on an on-call basis for architectural and engineering design projects. No consultant is guaranteed work either implied or presumed related to this RFQual.
     
    As County staff develops preliminary project scope for specific projects, the County's project manager will initiate consultant authorizations as needed by requesting a proposal from a prime consultant who has been awarded an on-call agreement.  The proposal would define the scope of work, maximum cost, schedule, terms of payments, deliverables, work site, personnel or subconsultant(s) to be utilized (where applicable) and other pertinent details. Upon approval of the consultant’s proposal, an authorization will be issued subject to the terms and conditions of the on-call agreement.  Depending on the size, complexity, and specific requirements of each project, the County may request a project proposal from a single prime consultant or require proposals from multiple prime consultants to evaluate alternative approaches and determine the solution that best meets the project’s needs.

This certification satisfies the Internal Revenue Service criteria for treatment of the above-named consultant as an independent contractor, not an employee for tax withholding purposes."

      WHEREAS it is in the best interest of Sacramento County that those entities with whom the County does business demonstrate financial responsibility, integrity and lawfulness, it is inequitable for those entities with whom the County does business to receive County funds while failing to pay court-ordered child, family and spousal support which shifts the support of their dependents onto the public treasury.

      Therefore, in order to assist the Sacramento County Department of Child Support Services in its efforts to collect unpaid court-ordered child, family and spousal support orders, the following certification must be provided by all entities with whom the County does business:

      Contractor/Consultant hereby certifies that either:

    • Contractor Certification of Compliance, part 2 (required)

      New Contract/Consultant shall certify that each of the following statements is true:

      a. Contractor/Consultant has fully complied with all applicable state and federal reporting requirements relating to employment reporting for its employees; and

      b. Contractor/Consultant has fully complied with all lawfully served wage and earnings assignment orders and notices of assignment and will continue to maintain compliance.

      NOTE: Failure to comply with state and federal reporting requirements regarding a Contractor's employees or failure to implement lawfully served wage and earnings assignment orders or notices of assignment constitutes a default under the contract; and failure to cure the default within 90 days of notice by the County shall be grounds for termination of the contract.     • Iran Contracting Act Certification (required)

      (California Public Contract Code, sections 2202-2208)

      When responding to a bid or proposal or executing a contract or renewal for a County of Sacramento contract for goods or services of $1,000,000 or more, a vendor must either:

      1. certify it is not on the current list of persons engaged in investment activities in Iran created by the California Department of General Services (“DGS”) pursuant to Public Contract Code section 2203(b) and is not a financial institution extending twenty million dollars ($20,000,000) or more in credit to another person, for 45 days or more, if that other person will use the credit to provide goods or services in the energy sector in Iran and is identified on the current list of persons engaged in investment activities in Iran created by DGS; or
      2. demonstrate it has been exempted from the certification requirement for that solicitation or contract pursuant to Public Contract Code section 2203(c) or (d).

      To comply with this requirement, please select one of the options below. Please note: California law establishes penalties for providing false certifications, including civil penalties equal to the greater of $250,000 or twice the amount of the contract for which the false certification was made; contract termination; and three-year ineligibility to bid on contracts.     A: County of Sacramento Capital Improvement Plan (CIP) shows projects that are budgeted for upcoming fiscal years. CIP is available for public access at www.saccounty.gov under the Office of Budget and Debt Management, Budget Management, Annual Budgets, Capital Improvement Plan.


    Q (Subs on Multiple Teams): Are subconsultants able to be included on multiple teams' submissions or be awarded on multiple teams?

    A: Yes, subconsultants may be included on multiple teams’ submissions and may be awarded on multiple teams.


    Q (Role Clarification): Can you please clarify the role of Security Electronics Engineering? Should the RFQ say Electronic Security Systems instead - referring to building security systems, such as access control, camera, intrusion detection, etc. Security Electronics Engineering suggests this is for the security system's electronics.

    A: The Security Electronics Engineering consultants are intended to be qualified to design building security systems such as access control, cameras, intrusion detection, etc. including evaluation and design of new and/or retrofit security systems to be compatible with and integrated with County security infrastructure and meet County standards.


    Q (No subject): Given the short time from and the significant teaming requirements, would it be possible to get a 3 week extension.

    A: The County will not extend the due date. Firms are expected to submit SOQs as outlined in the RFQual, and the current schedule will remain unchanged.


    Q (No subject): Can you please confirm that covers and section divider tabs are not included in the 40-page limit?

    Q (No subject): In section 5.2.1, it says, “Exception: For security electronics engineering, food service design, and fire alarm design consultants only,” however, food service design isn’t listed as a discipline in section 3. Scope of Work. Can you confirm if we need to include food service design on our team?

    Q (No subject): Attachment C, Task 1 requires project schedules to be prepared using Microsoft Project (CPM format). Will the County accept schedules produced in other CPM-capable platforms (e.g., Primavera P6, Smartsheet with CPM output) provided the deliverable format is equivalent, or is Microsoft Project specifically required?
