    Description

    The County of Sacramento ("County") Department of General Services ("DGS") is soliciting Statements of Qualifications ("SOQ") from local specialty consulting firms (as listed under Section 3. Scope of Work), for the purpose of establishing a pre-qualified list for future projects. These projects encompass a wide variety of County owned and operated facilities including jails, youth detention facilities, courthouses, administration buildings, libraries, medical facilities, and parks and recreation facilities. 

    Qualified consultants may be hired to assist County engineers and architects in completing projects identified in the DGS Capital Improvements Plan. 

    Background

    Every three (3) years the Architectural Services Division ("ASD") advertises for architectural, engineering and specialty consultant firms interested in doing work for the County. The result of the solicitation establishes pre-qualified firms to work on on-call discipline specific Board approved projects.  

    The new pre-qualified list will be used primarily for architectural and engineering design projects where the specific disciplines may be required and consultant fees are estimated at less than $250,000. See Section 3. Scope of Work for a list of disciplines solicited under this Request for Qualifications ("RFQual"). Consultants are not guaranteed work either implied or presumed related to this RFQual. 

    As County staff develops preliminary project scopes and estimates of the approved work, the County's project manager will initiate consultant agreements as-needed by requesting a proposal that defines the scope of work, maximum cost, schedule, terms of payments, deliverables, work site, personnel or subconsultant(s) to be utilized (where applicable), and other pertinent details. Upon approval of the consultant's proposal, an authorization will be issued to the selected consultant.

      WHEREAS it is in the best interest of Sacramento County that those entities with whom the County does business demonstrate financial responsibility, integrity and lawfulness, it is inequitable for those entities with whom the County does business to receive County funds while failing to pay court-ordered child, family and spousal support which shifts the support of their dependents onto the public treasury.

      Therefore, in order to assist the Sacramento County Department of Child Support Services in its efforts to collect unpaid court-ordered child, family and spousal support orders, the following certification must be provided by all entities with whom the County does business:

      Contractor/Consultant hereby certifies that either:

    • Contractor Certification of Compliance, part 2 (required)

      New Contract/Consultant shall certify that each of the following statements is true:

      a. Contractor/Consultant has fully complied with all applicable state and federal reporting requirements relating to employment reporting for its employees; and

      b. Contractor/Consultant has fully complied with all lawfully served wage and earnings assignment orders and notices of assignment and will continue to maintain compliance.

      NOTE: Failure to comply with state and federal reporting requirements regarding a Contractor's employees or failure to implement lawfully served wage and earnings assignment orders or notices of assignment constitutes a default under the contract; and failure to cure the default within 90 days of notice by the County shall be grounds for termination of the contract.     • Iran Contracting Act Certification (required)

      (California Public Contract Code, sections 2202-2208)

      When responding to a bid or proposal or executing a contract or renewal for a County of Sacramento contract for goods or services of $1,000,000 or more, a vendor must either:

      1. certify it is not on the current list of persons engaged in investment activities in Iran created by the California Department of General Services (“DGS”) pursuant to Public Contract Code section 2203(b) and is not a financial institution extending twenty million dollars ($20,000,000) or more in credit to another person, for 45 days or more, if that other person will use the credit to provide goods or services in the energy sector in Iran and is identified on the current list of persons engaged in investment activities in Iran created by DGS; or
      2. demonstrate it has been exempted from the certification requirement for that solicitation or contract pursuant to Public Contract Code section 2203(c) or (d).

      To comply with this requirement, please select one of the options below. Please note: California law establishes penalties for providing false certifications, including civil penalties equal to the greater of $250,000 or twice the amount of the contract for which the false certification was made; contract termination; and three-year ineligibility to bid on contracts.     Q (No subject): We respectfully ask the County to clarify whether retainage will be withheld under this contract. If so, at what percentage and when will it be released.

    Q (Questions): Will the selected consultant be expected to manage profiling, transportation, and/or disposal of CERCLA/RCRA hazardous waste associated with projects issued under this on-call? Will the selected contractor be expected to take responsibility for any wastes associated with this on-call? Is the cover letter part of the 12-page requirement.

    A: The consultant will be expected to assist with managing, recommending, testing waste for possible disposal into a Class 1 Hazardous Facility. Disposal will depend on consultant’s waste characterization analysis that includes identifying, quantifying, and suggestions where the County can dispose waste if testing hazardous. In most cases, the contractor and owner will take responsibility for all hazardous RCRA waste during consultants on-call. In very rare cases, i.e., waste rinse water used to service an on-call or soil sampling ends, consultant will be responsible for disposal of rinse water or soil waste using County’s EPA ID and priced into the proposal. Yes, cover letter is part of the 12 page requirement.
