The Construction Administration Division of the City of Modesto, within the Engineering Services Department, provides construction management and inspection services for nearly all capital improvement projects exceeding $50,000, as well as inspection services for all City‑issued encroachment permits.
At times, project and permit workloads exceed available in-house resources. In such cases, the City will utilize its list of prequalified firms and may issue a separate Request for Proposals (RFP) to select the most qualified consultant. The City will determine the appropriate method of authorizing work based on project-specific needs and will prioritize firms demonstrating the strongest capabilities across all required aspects of construction management and inspection services.
