Request for Qualifications to Establish a Prequalified List of Consultants for Construction Management and Inspection Services

The City of Modesto (City) is soliciting Statement of Qualifications (SOQs) to establish a prequalified list of consultants for construction management and inspection services for the City of Modesto. Submittals are due before 11:00 am on Tuesday, June 30, 2026.

Background

The Construction Administration Division of the City of Modesto, within the Engineering Services Department, provides construction management and inspection services for nearly all capital improvement projects exceeding $50,000, as well as inspection services for all City‑issued encroachment permits.

At times, project and permit workloads exceed available in-house resources. In such cases, the City will utilize its list of prequalified firms and may issue a separate Request for Proposals (RFP) to select the most qualified consultant. The City will determine the appropriate method of authorizing work based on project-specific needs and will prioritize firms demonstrating the strongest capabilities across all required aspects of construction management and inspection services.

Evaluation Criteria

• Experience (50 pts) —
  • Years of experience of firm and/or its principals as construction management (CM) professionals
  • Broad character and scope of past projects
  • Experience of proposed project team members in projects of similar magnitude, construction management requirements, and complexity within past five years
  • If experience is lacking, explanation by the firm as to why he/she or firm should be selected over others with more experience
  • History of repeat business with clients. Stipulate the number of previous construction management contracts with the City of Modesto
• Approach (15 pts) —
  • Originality, creativity, and soundness of approach to problem solving and analysis of construction management, inspection, and materials testing requirements
  • Demonstrated management and organizational ability as relates to time management, scheduling, City staff/client relationships, etc., and the ability to meet deadlines
  • Ability to execute complete, clear, and concise reports and/or other required documentation for the project and produce a quality work product
  • Ability to interpret bid documents and construction specifications appropriate to the size and complexity of the project
• General (35 pts) —
  • Size of firm and available staff appropriate to project size
  • Location of firm in relation to City of Modesto and the use of local subconsultants to the greatest extent feasible on the project team
  • General comprehension of the project assignment and responsiveness to special project requirements
  • Demonstrated understanding of community social relationships, such as citizen and environmental concerns, energy conservation, ecological and economic considerations
  • Firm reputation as relates to principles, credibility, and attitude
