When submitting electronically, it is the offeror's responsibility to ensure its proposal is submitted before the closing deadline. Offerors should ensure strict compliance with submission deadlines. The City of Bloomington is accepting electronic bid submissions. Bidders shall create a FREE account with OpenGov Procurement by signing up at https://procurement.opengov.com/signup. Once you have completed account registration, browse back to this page, click on "Submit Response", and follow the instructions to submit the electronic bid.
The selected contractor (“contractor”) shall provide all labor, equipment, and materials and any necessary permits to complete the following work:
Pre-construction Meeting
Before commencing construction, the Contractor awarded the contract shall participate in a City led site walk to review existing conditions and coordinate activities with all affected departments. Attendance is required and shall be completed prior to mobilization.
Foundations and Footers
Excavate within four feet of each footer location. A vac truck is suggested, but not required, to minimize site disturbance to existing landscaping and plant material around the footer locations.
Pull back mulch, excavate the hole, set the footer, backfill with soil, and re‑mulch.
Mulch specification: project must only use AA Organic Hardwood Bark mulch from Earth Images, or approved equal. You must clearly state the substitution material in your quote submittal.
Install footers as shown in Attachment A: Project Drawing Set.
Six Type 1 footers (9.5 cu ft each) and four Type 2 footers (81 cu ft each), totaling approximately 400 cu ft.
Foundations must include one inch electrical conduit.
Tops of footers must be smooth and level. Each pair of footers must be set at the same elevation and a minimum of three inches below grade.
Anchor bolts shall not be installed by the contractor.
Electrical Coordination
Electrical work shall not be performed by the contractor. As stated above, foundations must include one inch electrical conduit.
The contractor shall coordinate all electrical work with the project electrician: Bart Abram, Electric Plus, Inc. 1030 W. 17th Street Ste. B Bloomington, Indiana 47404.
Concrete and Formwork
Construct formwork and install rebar per plan for structural reinforcement as specified in Attachment A: Project Drawing Set.
Materials shall include Grade 60 rebar and 4000 PSI air‑entrained concrete.
Site Clean Up
Remove all formwork and related construction materials from the site. Restore the immediate surrounding area.
The contractor is responsible for repairing any site damage or disturbance at no additional cost.
Site Access and Equipment Routing
The contractor shall use only the Vehicle and Equipment Route specified in Attachment B: Vehicle and Equipment Route for all vehicle and equipment operations.
Access to the northern portion of the site is allowed only via S. Madison Street.
Access to the southern portion of the site is allowed only through the parallel parking spaces along the southern edge of the site.
The sidewalk and brick‑paved area west of the site shall not be accessed by any vehicle or equipment of any type.
The bridge in the central portion of the site shall not be driven on by any vehicle or equipment of any type.
The brick-paved area east of the site shall not be accessed by any vehicle or equipment of any type.
The company warrants and agrees that its performance under any contract rendered from this quote will at all times comply with all local, state, and federal laws, codes, rules, ordinances, and regulations. The company further agrees they and their employees are appropriately licensed to perform the Scope of Work for this request if the State of Indiana requires a current and valid license.
The Contractor shall provide a minimum one year warranty covering all labor, materials, equipment, and workmanship associated with the services provided. The warranty period shall begin upon the City’s final acceptance of the work.
