    • SCOPE OF SERVICES

      The selected consultant shall provide services inclusive of, but not limited to:

      A. Assessment & Interviews

      • Conduct interviews with department leadership and staff
      • Review existing workflows, documentation, and operational processes
      • Identify inefficiencies, redundancies, risks, and internal control gaps

      B. SOP Development / Modification

      • Develop new SOPs and/or revise existing SOPs
      • Standardize SOP format, structure, and workflow consistency
      • Define roles, responsibilities, and approval processes
      • Incorporate internal controls, compliance, and accountability measures

      C. Best Practices & Framework Integration

      • Apply industry best practices and operational frameworks such as:
        • Lean / Continuous Improvement
        • Process optimization methodologies
        • Public sector operational standards
      • Provide benchmarking insights from comparable organizations

      D. Training & Knowledge Transfer

      • Develop SOP training materials and guides
      • Conduct workshops and training sessions for staff and leadership
      • Ensure long-term usability and internal ownership of SOPs

      E. Implementation Support

      • Assist with rollout and adoption of SOPs
      • Provide recommendations for performance monitoring and continuous improvement

    • SUBMITTAL REQUIREMENTS

      Interest firms must upload all required documents listed herein. Submissions should be concise and include:

      1. Firm Overview & Qualifications
      2. Relevant Experience (2–3 similar projects)
      3. Proposed Methodology & Approach
      4. High-Level Phased Work Plan
      5. Sample Work (SOPs, assessments, training materials, etc.)

    • METHOD OF AWARD

      Award will be made to the firm determined to be the most responsive and responsible, whose submittal represents the best value to the City, based on qualifications, experience, proposed approach, and pricing.

      Submissions will be reviewed based on:

      • Relevant experience and qualifications
      • Demonstrated understanding and proposed approach
      • Ability to meet the City’s needs and timeline
      • Pricing

      The City reserves the right to request additional information, clarifications, or conduct interviews, as deemed necessary to evaluate responsiveness and responsibility. 

      Notwithstanding the foregoing, the City may, at its sole discretion, enter into negotiations regarding scope, pricing, and terms with the lowest responsive and responsible bidder, or with one or more firms, as determined to be in the best interest of the City. 

    • NEGOTIATION

      The City reserves the right to negotiate scope, pricing, and terms with the selected firm to achieve the best overall value. If an agreement cannot be reached, the City may negotiate with the next most qualified firm.

    • SPECIAL TERMS AND CONDITIONS
      • The City reserves the right to reject any or all responses and award in the best interest of the City
      • The selected firm will be required to enter into a Professional Services Agreement
      • All deliverables shall become the property of the City
      • The City encourages participation from local and diverse firms

      The City further reserves the right to: 

      • Accept or reject any and all responses
      • Waive any informalities or irregularities in the solicitation process
      • Negotiate scope, pricing, and contractual term
      • Award a contract to a single firm or multiple firms, as deemed in the best interest of the City
