    Description

    The City of Concord is seeking a Statement of Qualifications (SOQ) for Request for Statement of Qualifications (RFQ ) for Pre-Construction and Construction Management Services for Police Department / EOC Roof and Mechanical Systems Replacement Project. The SOQ and attachments are to be submitted through the OpenGov Procurement Portal no later than 5:00 pm on Thursday, July 2, 2026.

    Background

    The City of Concord Police Department Headquarters and Emergency Operations Center (EOC) is located at 1350 Galindo Street and was completed in 1996. The facility is 3 stories, approximately 65,000 square foot secure essential services building. It provides full-service support for the City’s Police Department including Administrative, Field and Support Services and houses the City’s EOC. The roof and mechanical systems equipment are well past their estimated service life and require replacement. Preliminary surveys and engineering have been performed to support initial design development documents. The major scope of work is to replace the roof and mechanical systems equipment excluding interior duct work. VAV and Fan Coil replacement are also included in the scope of work. Other projects within the facility that may require construction management services under this contract include painting, EIFS repairs, server CRAC replacement, and refrigeration.

    The work under this RFQ, in general, is to provide pre-construction and construction management services for the Project. The Consultant shall submit their qualifications and experience in their response. For the selected firm, the contract term is anticipated to be up to 3 years, and the total contract amount is to be negotiated after selection.

    The Project generally consists of removal and replacement of roofing, air handling units (3), chillers (2), boilers (2), chilled water circulation, VAV, fan coils and related work. The building is an essential facility with critical public safety operations and is required to remain occupied over the duration of the project. A phased construction approach including temporary climate control will be required to limit occupancy disruptions.  Consultant services will include development of a project schedule and construction estimate. The construction cost based on preliminary design is estimated at $16,000,000.

    The Project Delivery method has not been determined however Design Build procurement has been identified as an option. The Consultant shall have experience with developing and evaluating best value delivery methods and providing program and construction management services for Design Build delivery. The Consultant shall also have experience managing construction projects in Public Safety Essential Facilities.

    Evaluation Criteria

    • Cover Letter (5 pts)

      Describe your firm’s interest and commitment of personnel to the Project and office location for quick and efficient response to City’s requests. The letter must be signed by the individual authorized to negotiate the contract with City. The cover letter should identify and describe any distinguishing features or capabilities that make your firm a superior choice to perform the services.

    • Professional Experience (20 pts)

      Submit a brief history of your project teams’ experience providing similar construction management services for local agencies within the last five years. The emphasis of relevant project team experience should focus on construction of improvements in existing Public Safety Essential Facilities and Design Build Projects.  Include specific project examples. Describe experience in managing subcontractor bidding processes for public entities. Describe your experience and familiarity with managing projects subject to “Project Stabilization Agreement” requirements. Describe your team’s ability to work effectively with public agency staff, stakeholders, and jurisdictional agencies, and address the various interests in developing a successful project. Include a minimum of three (3) professional references and contact information for represented projects, including the reference’s name, title, agency, phone number, email, and date(s) and details of related project(s) (scope of work, type of facility, construction cost, schedule, etc.).

    • Project Team Experience (30 pts)

      Provide resumes of your proposed project team including the Principal-in-Charge, the Construction Manager (CM), other construction management staff, project engineers, support staff, and sub-consultants.  Include an organizational chart and indicate recent projects where the team has performed similar services. The team members must be available to work on this Project.

    • Approach and Understanding (40 pts)

      Including procedures for developing preliminary schedules and estimates, evaluating best value delivery method, development and evaluation of DBE RFP/RFQ, working with the Contractor’s scheduled workflow among the various project activities, and how construction impacts to PD operations will be addressed, including phasing, coordination and temporary climate controls and conditioning. Provide an understanding of the project to be constructed, the key goals for successfully constructing the project, and challenges that will be faced.

    • SOQ Format (5 pts)

      The SOQ shall not exceed twenty (20) pages.  The following shall not be counted against the 20-page limit: covers, dividers, table of contents, and cover letter. The SOQ shall be written on 8.5” x 11” paper and not less than size 11 font.  The SOQ shall address each category, in the same order, as listed above.

      Each Consultant must provide City with an electronic copy of the SOQ. Neither fax nor physical copies will be accepted. Consultants are responsible for effective delivery by the deadline above; late submissions will be rejected without opening, consideration, or evaluation. The City accepts no responsibility for misdirected or lost SOQs. SOQs shall be submitted in one file:
